Southeast Europe Urges Strict Control of EU External Borders at Sofia Meeting
In a joint statement, Southeastern European countries have callef for stricter border controls at the EU's external frontiers, Bulgaria's Foreign Minister Daniel Mitov said on Tuesday. Mitov's remark came as Bulgaria hosted an informal meeting of states that are part of the South-East European Cooperation Process (SEECP), which at the moment is rotationally chaired by Bulgaria. Participants in the Sofia conference have also called on the EU to uphold to "commitments agreed with third countries" and to mobilize all of its efforts for dialogue with "third countries", mostly with countries the influx is coming from. "The EU should think of itself as a union, instead of separate member states trying to take decisions unilaterally and coping in a way deterined by a certain national interest and not by the interest of the community," Dnevnik.bg quoted Mitov as saying. He added the SEECP's statement would be sumbitted to the next meeting of EU foreign ministers in Amsterdam on Friday and Saturday. Bulgaria's top diplomat reiterated that the EU should distinguish between refugees and economic migrants. In his words, connectivity of energy networks and infrastructure among the countries in the region was also discussed at the meeting. Launched on the initiative on Bulgaria in 1996, the SEECP aims at boosting neighborly cooperation among participating states, to place more emphasis on regional decision-making, and also to help EU and NATO accession of the respective countries. It initially involved Albania, Bosnia-Herzegovina, Bulgaria, Greece, Macedonia, Romania, Serbia, and Turkey. Croatia, Moldova, Montenegro, Slovenia and Kosovo followed suit, despite the latter's strained relations with Belgrade. Bulgaria is focusing during its chairmanship on connectivity, media freedom, and migration. It took over in May of last year.

That's far from a guarantee — Wojnarowski reports that sources say Durant has not made up his mind and is not leaning in any direction as far as his future is concerned. But if he does leave the Thunder, playing on a championship-level team, among several versatile, selfless stars in Stephen Curry, Klay Thompson, and Draymond Green, reportedly would appeal to him. For this to happen, the Warriors would have to do some financial gymnastics. Yahoo's Bobby Marks, a former executive with the Nets, broke down what the Warriors could do to sign Durant. However, more than any move the Warriors would need to make to clear room to sign Durant, Stephen Curry's remarkably cheap contract is what makes it all possible. Marks notes, "Golden State can keep All-Stars Steph Curry, Klay Thompson and Draymond Green. All 3 players have a combined guarantee salary of $44 million." Of that $44 million, Thompson and Green combine to make nearly $32 million, leaving Curry to make just over $12 million. $12 million is no small amount, but in comparison to some of Curry's peers, it looks minuscule. According to Basketball-Reference, this season Curry is just the 65th highest-paid player in the NBA! The reigning MVP, arguably the best player on earth right now — who's likely cruising toward another MVP this season — isn't even in the top 50 highest-paid players in the NBA. Furthermore, by our count, there are 14 traditional point guards who make more than Curry. While it's understandable that players like Chris Paul, Derrick Rose (who signed his deal in 2011), and Russell Westbrook would make more, those 14 players also includes the likes of Kemba Walker, Reggie Jackson, Ricky Rubio, and Brandon Knight — talented players, yes, but all clearly several tiers below Curry. If Curry was making, say, $23 million next season to be the highest-paid point guard in the NBA, the Warriors could still make room for Durant, but it would become even more complicated. This is arguably the Warriors' greatest advantage. The Warriors signed Curry to a four-year, $44 million extension back in 2012, when he was a talented, but injury-prone point guard below the level of the NBA's elite. Curry has since overcome those injury issues to help the Warriors into the most formidable team in the NBA. What happens to the Warriors when Curry is a free agent will be interesting. It seems like a foregone conclusion that he'll re-sign with them, but at that point, he'll be eligible for a max. contract worth 30% of a nearly $110 million salary cap. His next contract could pay him over $30 million per year, unless he wants to take a discount to help make the Warriors flexible. The Warriors have gotten very lucky at securing three elite NBA players on great deals, and if things go their way this summer, these great deals may pave the way to signing Durant, the NBA's biggest free agent. Bulgaria Transport Min Summons Greek Envoy as Border Blockade Continues
Greece's Ambassador to Bulgaria has been informed by the country's Transport Ministry of its concerns over the situation at the common border, officials say. Sofia is now calling on Athens to secure a passage for transit trucks, with Bulgarian PM Boyko Borisov having spoken to Greek counterpart Alexis Tsipras over the phone and urging him to "take measures". This comes amid protests of Greek farmers over planned reforms to pensions legislation and to the distribution of subsidies which are to be suspended for a number of farmers. By Tuesday morning, a 15-km-long queue was formed on the Bulgarian side of the border at the Kulata crossing. As of Tuesday evening, some trucks have been waiting for 28 hours. "Strikes are strikes; however, domestic affairs [in Greece] should not violate [EU] freedom of movement," Bulgarian Foreign Minister Daniel Mitov has told journalists. The Bulgarian Road Infrastucture Agency (RIA) has issued a statement advising drivers who are to travel to Greece in the coming days to plan their route "carefully", due to the blockade at Kulata-Promachon border crossing and the intermittent blockades set up elsewhere along the border. RIA has secured 12 chemical toilets at the abovementioned crossing to meet the needs of waiting drivers. Blockades have been staged elsewhere along the border over the past few hours, with protesters at Ilinden-Exochi observing previously declared hours of the blockade. The current blockade, which began at 17:00, is due to continue until 22:00 local time (EET). At the Makaza pass, Bulgarian-plated vehicles are not being let into and out of Greece at the moment, Bulgarian media report. It is Kulata, however, where vehicles are facing the biggest problem, with farmers not abiding by the notices they are giving to the police beforehand on the timing of blockades. The latter detail has been communicated to H.E. Dimosthenis Stoidis, who has said the problem would not be solved before February 04 when a general strike has been scheduled. Cars and trucks carrying medicine both ways are granted passage by the farmers through all checkpoints. But Transit trucks carrying other goods are severely affected, with drivers, and also employer unions, complaining of substantial losses incurred, estimated at BGN 0.35 M a day according to a businesses representative. The Bulgarian National Television reports that tour operators have canceled a number of travels to Greece.

More Migrant Deaths Recorded in January 2016, IOM Reports
Four times more deaths in the Mediterranean in January 2016 and thirteen times more arrivals in Greece and Italy have been recorded compared to the same month of 2015, the latest data of the international Organisation for Migration (IOM) shows. The report released on Tuesday shows that for the period of January 1-31, 368 migrants have died in the waters off Greece and Italy, compared to 82 in January of last year. The number of fatalities has surged in the last week of January, when 100 men, women and children were found dead near the coasts of Greece, Turkey and Italy. Children were especially vulnerable during the past month, IOM report shows. The organization estimates that 60 children under the age of 18 died on the so-called Eastern Mediterranean route, bringing to 330 the total number of minors drowning in those waters over the last five months. Meanwhile, 67,193 migrants have reached the coasts of Greece and Italy in January 2016, which marks a record increase in comparison with the 5,000 migrants recorded to have entered the two countries in January, 2015. IOM figures show that out of every three migrants or refugees who have entered Europe in the beginning of 2016, was under the age of 18, which marks an increase in the number of accompanied and unaccompanied minors crossing European borders. By comparison, for the same period in 2015, one in seven migrants or refugees entering Europe was a child. According to IOM data from 2015, a total of 114,026 minors have arrived in the Eastern Mediterranean. Greece has been the country recording the highest number of migrants crossing its borders, the IOM report reveals. Out of all migrants who have crossed the Mediterranean in January 2016, more than 80% have entered Europe through Greece, accounting to a total of 62,193 migrants. In comparison, 5,000 migrants or refugees rescued from the vessels leaving North Africa have entered Italy in January 2016, up from 3,528 in January of the previous year.
