Alternate Minister of Foreign Affairs Giorgos Katrougalos represented Greece at the international Francophonie Summit in Yerevan, Armenia, in which 84 countries participated. The President of France, Emmanuel Macron, participated in the Summit, along with the Prime Minister of Canada, Justin Trudeau, and many other State and Government heads, especially from French-speaking Africa. The decisions of the international summit, under the general title “Living together,” issue a call for exiting the crisis and protecting peace and multilateralism in international relations. In his speech, Mr Katrougalos supported the need for the protection of multilateralism to be linked to its re-establishment in the principles of democracy, the rule of law, and rights, in order for inequalities to be met within the framework of a more just international order. He also referred to the related efforts of Greece, both with regard to the refugee issue, where it did not succumb to the sirens of xenophobia and intolerance despite the severe financial crisis, as well as to the international initiatives of the Ministry of Foreign Affairs. In this context, he particularly highlighted the establishment of a regional security system with the Rhodes Conference, the Ancient Civilizations Forum, and the International Conference on Cultural and Religious Pluralism and Peaceful Co-existence in the Middle East.

N. KOTZIAS: Good afternoon. Thank you for attending. Thank you also to the interpreting team for the excellent work it is bound to do, as always. Without interpreting, there is no dissemination of thoughts and ideas. So, thank you. Thank you “Theodoros” (I am translating his name in Greek), it is a pleasure and an honour; you are visiting Athens on a day which is not so sunny. But he has an open invitation to come again, and then it will surely be a sunny day. Moldova is a country that belongs to South-eastern Europe. It is a country in which we have great interest. We are interested in building relations with it, not only because it is an integral part of Europe, not only because it is part of the most deeply rooted European traditions; but also because it belongs to a region where our outlook and plan is to strengthen our cooperation, to develop joint programs and joint plans, to base ourselves on European values, and to dream of a common future together. There can be no growth for our country, as we strongly desire, without the cooperation and growth of all South-eastern European States. Greece, is a relatively small country, albeit the strongest in the region, therefore has a duty to contribute in this regard. So, we have, in our opinion, a great responsibility to contribute to the further development of the relations between the European Union and Moldova within the framework of the Eastern Partnership. We believe, and I will stress this on Monday afternoon as well, in Luxembourg, where we will have a discussion on the Eastern Partnership, that Moldova is a unique case among these countries, which requires special care. We agreed to strengthen our cooperation. To strengthen the cooperation between our two countries, as well as to strengthen our cooperation with those other EU Member States that share such a rational and, in our opinion, correct outlook and relationship with Moldova, so as to overcome the difficulties and obstacles, or even prejudices and stereotypes, that exist in the minds of many people. We want Moldova on our side, and not on the opposite side. And as I have said many times, Europe must not limit itself to harsh or repressive measures. Europe must have a vision, and it must - together with the other peoples and countries that are still not part of the European Union- envision the future. We agreed that the 4th Joint Inter-ministerial Committee will take place in December, to look at a series of issues on how we can further strengthen our economic relations. This is in our common interest and will benefit both our countries. We discussed strengthening our diplomatic relations, a cooperation between our diplomatic academies - the Diplomatic Institute as it is called in Moldova and our own Diplomatic Academy; to establish a special cooperation scheme between our two Directorates which deal with European issues in order to transfer our knowledge and experience; and also, to look at building upon the excellent relations everybody in the region has with Moldova, for Moldova to also be present at meetings of the cooperation schemes between countries in the region which were formed upon our initiative. I think that supporting Moldova will be more effective if done collectively rather than individually. We also agreed to open and support a series of honorary consulates in our country as well as one in Moldova, and I hope that our A5 Directorate, together with the A’ General Director, will see to this. Dear Theodoros, thank you also for the discussion we had together. We discussed issues related to strategy, strengthening our relations and our strategic outlook. Thank you for coming to Athens. You brought with you your youthful smile of optimism. Optimism is very important in life. I have always said that my philosophy is the philosophy of historical optimism. Thank you very much. Bill Clinton's Oval Office disgrace destroyed Yugoslavia
NATO Secretary General Jens Stoltenberg was surprised to know that the Serbs had not forgiven the alliance for bombing their country. Mr. Stoltenberg wants to now why the ungrateful people did not appreciate NATO's aggression, because the alliance had committed those killings for their own good. "We are aware in NATO that many people in Serbia still have bad memories about the bombing, the airstrikes in 1999," Stoltenberg said, speaking to Serbia's RTS television channel. "I stress that we did this to protect civilians and stop the Milosevic regime," he added.NATO launched its aggression against Yugoslavia in March 1999, having dropped the last bomb in mid-June. NATO's bombs and missiles targeted not only military, but also civilian infrastructure. After the bombings of Yugoslavia, NATO started positioning itself as a humanitarian organisation, which, for the sake of the triumph of human rights, was ready to ruin any state to the last person.According to reports from the authorities of former Yugoslavia, NATO's bombs had killed over 1,700 people. According to Stoltenberg, they all were killed for the bright future of their descendants. Other sources claim that more than 3,000 people have been killed, including about 400 children. More than 10,000 people were injured. According to the UN, 821 people went missing. The alliance had also left a long-playing "gift" to the Serbs - consequences of the use of ammunition with radioactive depleted uranium. Thousands died of cancer caused by the deadly filling.Yugoslavia's tangle of problems and contradictions had been skilfully fuelled from the outside. It became obvious over time, but the reason for NATO's aggression, according to the official version, was the need to thwart ethnic cleansing in Kosovo.The countries of the West were adding more fuel to the flame of the Yugoslav conflict, training and arming the Albanians who came to the Serbian land. They "prevented" the cleansing with the help of bombs and missiles, but Albanian gangs started the cleansing anyway. In Kosovo, the Albanians repeated the history of North America, when Indians, to their own detriment, allowed Europeans to their land. This could be one of the reasons why the Americans did not see anything wrong in recognising Kosovo's independence.Kosovo Albanians were trafficking human organs, arms, slaves and drugs - but all of that is unimportant for NATO. The ultimate goal was to build a new large army base in the Balkans. People do not matter when it comes to such objectives. The United States and several NATO members had later reaffirmed this paradigm by invading Iraq and unleashing wars in Libya and Syria.Back in those years, Russia could only make a U-turn of its aircraft in the sky over the Atlantic Ocean. Greece, a member of NATO, did not allow the allies to use its airspace to attack Yugoslavia. Austria did the same and said that the strikes were illegal as they came in circumvention of the UN Security Council.These days, the United States can only care less about such conventionalities. Switzerland imposed sanctions against NATO countries that limited arms shipments to the alliance.The bombings and the violent separation of Kosovo had finished off the erstwhile powerful Yugoslavia. This became a clear signal to Russia to stop following in the wake of US interests.During the meeting with students in Belgrade, the NATO Secretary General offered the Serbian people "to look into the future." Actually, they understand that they will not be able to have Kosovo back. Still, Serbia's entry into NATO would be equivalent to abandoning the memory of those killed during the 1999 aggression.Jens Stoltenberg assured Serbian students that NATO was doing its utmost to overcome the differences between Serbia and Kosovo. Of course. At first they created the problem that cost the Serbs thousands of lives, and now they look like goodwill humanists.Of course, NATO officials are not very happy when they receive results of sociological surveys on Serbian topics. A survey conducted in March 2018 showed that 62 percent of respondents said they would never accept even an apology from NATO for those terrible bombings.One can, of course, assume that then-President Bill Clinton decided to bomb Yugoslavia to distract public attention from his Oval Office disgrace with Monica Lewinsky. Yet, even if the dress of the White House intern had not been stained with traces of exceptionalism of the American president, the goal was to change the regime in Yugoslavia and establish control over the region. Having cut Serbia off from access to the sea, NATO made the country a hostage to the so-called European choice. There is only the European Union around, and the only alternative is cooperation with Russia. However, geography is tough: Russia is too far, and NATO is too near with its army base in Kosovo. In implementation of the agreement concluded between the Minister of Foreign Affairs Nikos Kotzias and the Albanian side, in the context of resolving long-standing differences between Greece and Albania, the work, which began in January in the Dragot region of Albania, pertaining to the search and exhumation of the remains of the Greek soldiers who fell during the Greco-Italian war (1940-1941) was concluded. This is an issue that has plagued Greco-Albanian relations for over 70 years.As a result, tomorrow, Friday, 12 October 2018 at 12:00, at the Military Cemetery of Këlcyrë, in Albania, a religious ceremony will be conducted to bury the remains of five hundred and seventy-three (573) soldiers who fell during the Greco-Italian war, in addition to the one hundred (100) Greek heroes who have already been buried at the military cemetery of Vouliarates, Albania on 13 July 2018.The work of searching and exhuming remains will continue in the regions of Kosinë, Këlcyrë, and Përmet, according to the relevant decisions of the Joint Committee of Experts (JCE). The said Committee is responsible for the implementation of the relevant Inter-state Agreement between Greece and Albania, which provides for the search, exhumation, identification, and burial of the Greek soldiers who fell during combat operations in Albania over the course of the Greco-Italian War of 1940-1941, as well as for the creation of cemeteries on Albanian soil for their burial.It is noted, especially as regards the families associations of the deceased that, on 28 October, a formal ceremony in remembrance of the fallen will be organised by representatives of the Hellenic Republic and the Republic of Albania. Similar ceremonies will be organised annually every 28 October, in accordance with Article 1 par. 8 of the Inter-state Agreement.The Ministry of Foreign Affairs again welcomes the meaningful cooperation with the Albanian side in the context of this Agreement and expresses its satisfaction that, almost 70 years after their sacrifice, the souls of the Greek fallen soldiers will at last rest in peace.
