EU, UNHCR Take Action to Increase Greece’s Asylum Reception Capacity
The European Commission and the United Nations refugee agency UNHCR have launched a scheme to provide 20,000 additional reception places for asylum seekers and relocation candidates in Greece, the Commission said on Monday. The scheme will be funded through rent subsidies in the private sector and host family programmes with the Commission providing EUR 80 M from the 2016 EU budget. The reception places to be created under the scheme are an important part of the EU emergency relocation programme, providing temporary accommodation in Greece for applicants who are awaiting relocation to other EU member states. “This declaration helps to deliver on a commitment made by Greece and the UNHCR during the Western Balkans Leaders Meeting on 25 October 2015,” the Commission said in a statement. European Commission Vice-President Kristalina Georgieva, responsible for Budget and Human Resources, signed the declaration on behalf of the EU executive body, together with George Okoth-Obbo, UNHCR Assistant High Commissioner for Operations, and Ioannis Mouzalas, Greece's Alternate Minister of Interior and Administrative Reconstruction. Kristalina Georgieva commented: "Today we stand in solidarity with Greece and with children, women and men seeking refuge in Europe. The scheme we are launching offers EU budgetary support for families, notably providing them with adequate shelter. While today's agreement is about temporary assistance, the Commission continues to use the full range of tools at our disposal to find a long-term solution to the refugee crisis in Europe." According to UNHCR data, in the first 11 months of 2015, over 1.565 million refugees and migrants have made their way to Europe, a trend which is set to continue. EU member Greece has received, until 10 December, more than 790,000 nationals of third countries arriving by sea. According to UNHCR, 92% of the inflow is originating from the top 10 refugee producing countries.

On the Ground With Volunteers in Lesbos
Skala Sikamias, Lesbos, 4 p.m. A Norwegian volunteer has spotted, using his binoculars, a dinghy approaching from the Turkish coast. As soon as the boat has been identified, a human wave of volunteers gets organized for the "first reception" of the boat. An inflatable boat and a Jet Ski of the Spanish NGO Proactiva are already in the water with five lifeguards that have voluntarily undertaken the supervision of the passage between the Turkish region of Ayvalik and Lesbos, ensuring a safe arrival for refugees. This scene occurs many times on a daily basis at Skala Sikaminias, a beautiful fish town which constitutes one of the main refugee entry points in Greece. We visited Skala for a needs assessment, a monitoring visit of projects offering support to children traveling alone, financed by the European Economic Agreement, (EEA) NGO Fund in Greece "We Are All Citizens" and managed by the Bodossaki Foundation. > Greek authorities are absent during this whole process. The passage between Turkey and Skala Sikaminias is a distance of only 11km that under "normal circumstances" can be covered in less than an hour. As soon as the boat arrives 10 volunteers who have assumed "first reception" duties greet them in the sea. Some of them start giving guidelines in Arabic to the captain on how to take the dinghy out of the water. Greek authorities are absent during this whole process. Amongst the 50 people on the boat there is a large number of children and newborn babies. The volunteers make a circle around them and welcome them first in English and then in Greek: _Welcome to Greece. Welcome to Europe. Καλωσορίσατε στην Ελλάδα, καλωσορίσατε στην Ευρώπη_ The efficiency and effectiveness of task distribution amongst the volunteers of the two camps is impressive. The members of the team responsible for "first reception" help transfer the passengers and their belongings from the boat. They arrange used lifejackets on the shore, they offer electrical blankets, they identify and help the people who are in need of first aid and medical provision and then escort them to the two camps. Two guardians, members of the NGO Metadrasi Network for Unaccompanied Minors have just spotted two children that have been traveling alone. "We are going to stay with them in the camp until we find a way to take them to the First Reception Center in Moria," they tell us. On the beach there are a number of volunteers as well as staff from the UNHCR and other Greek and international NGOs like Metadrasi, Praxis, Doctors of the World, Doctors without Borders (MSF), the International Rescue Committee (IRC), Save the Children and others. Scandinavian emergency relief NGOs like the Norwegian A Drop in the Ocean offer first aid assistance and a van of Adventist Help has been turned into an improvised medical unit. In parallel operation is the team of "second reception." The invisible heroes of the "second front," as they call them, are responsible for providing warm food, water and dry clothes. A special space within the camp has been turned into a baby and child friendly area. _At the moment in Skala there are two volunteer camps that have been created since September 2015: Platanos and Lighthouse Refugee Relief. _ Platanos is an independent Greek initiative that has its roots at the independent refugee camp that was created in Pedion tou Areos, one of the largest public parks in the center of Athens last summer. At the moment Platanos has attracted volunteers from all over the world. Very often these are professionals that take time off their work to come and help in Lesbos. The local population has also been very actively involved. Many of them have offered their homes to accommodate the volunteers free of charge. Local initiatives like Starfish and O Allos Anthropos (the Other Human in Greek) transfer people from the points of entry to the registration points and provide meals on a daily basis. "In the beginning we were cooking for 10 people, a month later for a hundred and now we make thousands of meals every day," they tell us. The second camp: Lighthouse Refugee Relief Initiative is a non-profit created by Norwegian, Swedish and British volunteers with the aim to provide emergency humanitarian relief to the migrant and refugee population that arrive in Lesbos. Special emphasis is given to the most vulnerable parts of the population like children, women and the elderly. They offer food, shelter, medical provision and transfer to the First Reception Center in Moria. > The modesty and devotion of all the volunteers is impressive. > Despite the significance of their individual effort, most of them > don't like any kind of publicity. Both camps are open to whoever wants to help. A stay of at least a week is encouraged, in order for the volunteers to be able to understand and conduct their role in an efficient manner. Regardless of the lack of a central coordination authority, the efficiency and collaboration that takes place between the two camps is exemplary. The modesty and devotion of all the volunteers is impressive. Despite the significance of their individual effort, most of them don't like any kind of publicity. The day we were there, 3,500 people arrived in Lesbos. It is worth mentioning that 48 hours prior to our arrival no boats had arrived, for reasons that haven't been confirmed yet. Some say that this was due to a military exercise in Turkey while others claim that mass arrests of member of trafficking networks occurred. According to the UNHCR 406,206 people have arrived in Lesbos from January to November 2015. This number constitutes 58 percent of the total number of arrivals in Greece. In November alone 63,400 people arrived in Lesbos. The main countries of origin are Syria (47 percent), Afghanistan (37 percent), Iraq (7 percent) and Iran (4 percent). The numbers and the situation on the field indicate that we are dealing with the biggest demographic change since WWII. The term "migrant" or "refugee" crisis can't explain the complexity of this phenomenon. Lesbos is the entry point that accepts the largest number of arrivals. There is a widespread concern that the island is facing a medical emergency, without adequate medical coverage neither for the needs of the population arriving nor for the needs of the locals. In the crossing of this passage so many people have lost their lives until now. Winter is arriving and weather conditions will increasingly deteriorate. Within this context, the absence of Greek and European authorities can no longer be justified. We might have not seen any representation of an institutional authority, but what will remain indelible in our memory is the humanism expressed in the solidarity and the exemplary effort of the volunteer community in Skala. "It's as if "Mermaid Madonna"* came out of her little white chapel and made a miracle. I can't explain what is happening any other way. What we see in Skala must have been inspired by a superior force. Refugees Suffer At A Serbian Rest Stop, But The Government Won't Let NGOs Help
ADASEVCI, Serbia -- On a brisk November night, over 1,000 refugees and migrants paced the cracked pavement of a poorly lit gas station or idled in the decrepit lounge of an abandoned motel here. Although the rest area was small, it wasn't crowded, because most of the migrants didn't even bother to disembark from the 20 buses that would eventually take them to Sid train station to reach other destinations in Europe. The Serbian government so far has refused to authorize NGOs to provide basic humanitarian services to the refugees and migrants, meaning they aren't legally allowed to set up tents or trailers to support people passing through the Adasevci rest center, the only one of its kind in Serbia. The government's decision has gone largely unreported, partly because NGOs have avoided contacting the media for fear of losing their chance to gain authorization to help the refugees. But that hasn't prevented many organizations from launching small covert operations to provide some minimal assistance to those in need. The thousands of refugees and migrants arriving in Adasevci each day often haven’t eaten for hours and are desperately hungry. Many need winter clothing, shoes, blankets, soap and toothbrushes. Babies and toddlers need wipes, diapers and warm clothes. When I visited the rest center, I noticed two vans pull up nearby: One was an authorized Red Cross van allowed to work in Adasevci, while the other was a white vehicle from an unidentified nonprofit. The nonprofit employees handed over black plastic bags to the Red Cross representatives, who quickly loaded their van with the new supplies. "They are giving the Red Cross additional food and nonfood items," explained the director of one aid organization. She had given me a ride to Adasevci from Novi Sad, the closest major city, but asked to remain anonymous for fear of jeopardizing her NGO's bid for government approval. The refugees' needs are too great for the Red Cross to bear alone, so the agency was reaching out to different nonprofits to request additional supplies. The exchanges always happen in this unofficial, "black bag" style. At a November meeting in Belgrade, Serbia, the United Nations High Commissioner for Refugees said the Serbian government was delaying authorization for nonprofits because it wanted to ensure that they coordinated their outreach to refugees and avoided duplicating services or leaving night shifts uncovered. The UNHCR's explanation did not appease nonprofits. A representative from CARE, a prominent humanitarian group, stressed that it and many others were ready to start distributing supplies immediately, but were still waiting for approval. Some NGOs believe the government is stalling because it wants to avoid providing any incentive for the refugees to stay in Serbia. They have tried to coax other governments to pressure Serbian officials on their behalf, to no avail. The Serbian government itself has avoided addressing the issue publicly. The country is currently working to be accepted into the European Union and officials likely want to avoid the perception they are cracking down on civil society. The people passing through Adasevci have made difficult and sometimes harrowing journeys. Nearly all of them endured the life-threatening sea crossing from Turkey to Greece in small, dangerously overloaded boats. Many of those who land at night have to walk more than 7 miles to reach the Macedonia-Serbia border because there is no transportation available after 10 p.m. Others sleep outside and wait for transportation the next morning. A 19-year-old Syrian man -- who requested anonymity to protect him from repercussions as he applies for asylum -- said that the voyage wouldn't be so difficult if it weren't for the waiting and the lack of sanitation facilities, especially showers. In Adasevci, where the buses often stop for four hours or more before heading to the train station, there are 30 toilets for the thousands of people who pass through each day. There are no sinks and no running water, which makes it hard for people to wash their hands and faces or brush their teeth before heading to their next destination. While the weather hasn't been too extreme so far, the heavy snows and sub-zero temperatures of the harsh European winter are on their way, and will be a shock to people coming from warmer climates who have never experienced them. Without help from nonprofits, Serbian authorities are unprepared to equip people for the winter and refugees will likely suffer health problems. Many nonprofits are continuing their field operations without authorization, putting the best interests of the refugees first. During my three-day visit to Adasevci, one international nonprofit came to remove trash from the rest center. Serbians opposed to the often refugees complain that they leave trash behind. During my visit, I saw that the trash at the rest center wasn't any worse than what a similarly sized crowd would leave behind at a festival or concert, where people have access to trash bins and are not fleeing for their lives. Staff and volunteers from several other nonprofits played with the children and organized outdoor activities like jump-rope, drawing and bubble-blowing.
