She set out the basic points of the note verbale that Greece’s ambassador to Berlin delivered to the German Foreign Ministry regarding war reparations and compensation.The Alternate Minister of Foreign Affairs said, among other things, that the note verbale contains a summary of the Hellenic Parliament’s resolutions, as passed by a wide majority at the Plenary Session held about a month ago, during which the Prime Minister pledged to carry out the decision of the Hellenic Parliament. The note verbale covers the issues of the Greek side’s claims, which concern the occupation loan, war compensation for the victims and descendants of the victims, mainly at the villages that suffered most, the material damage incurred by the residents and infrastructure of the country, and of course the matter of cultural heritage, the monuments, as there were archaeological treasures that were looted and transported out of Greece. These are the main points of the note verbale."Asked about the German side’s response, Sia Anagnostopoulou said that “Germany did not respond. There is always a written announcement in response to a note verbale. The Foreign Ministry has issued announcements, without reference of who made them. The spokesperson (for the German government) left the matter open, saying that there are notes verbales that we respond to, and others that we don’t respond to. She didn’t say what would happen in the case of the Greek note verbale. We are waiting to see the official response to the note verbale. This is a first reaction from the German side, without our having the official response to the specific note verbale, as should be the case.”

“It was a pleasure to meet with Mr. Maasikas, my Estonian counterpart. During our one-to-one talks and in the talks with our associates, we discussed bilateral issues that concern both countries, but mainly European issues that concern our region as well as Europe. As Mr. Maasikas said, we talked about the multi-annual financial framework, how this Europe can become stronger and more social, with more solidarity. We discussed the topic – mainly in our one-to-one talks – of the enlargement of the European Union. We agreed that the enlargement package was very positive, and we welcomed the fact that the package for candidate countries and countries ‘in the process of becoming candidates’ has been submitted and has the recommendations that need to be made. And that it says that a signal has to be sent, mainly to North Macedonia, to start the accession procedures. And on the other hand, in Albania, of whose accession we are in favour – just as we are in favour of North Macedonia’s joining – on the condition that Albania complies with the five chapters, the five points, that it has to complete in order to get an accession date. Of these five points, the minority issue and the property issue are the ones to which Greece attaches very great importance.We welcome the Commission’s statement on the Turkey issue. You are well aware that we are sincerely and firmly in favour of Turkey's accession to the European Union. But in recent years, Turkey has not taken the steps it needs to take, and there is a fear that Turkey is pulling away from its European perspective. We welcome the statement in the European Commission’s report that Turkey’s provocative conduct in the Aegean and the Eastern Mediterranean, in the region of Cyprus, jeopardizes not only our region’s security, but also Europe’s. And finally, Mr. Maasikas and I talked about the very important issue of migration, and we said that the policy of solidarity and fair burden-sharing must prevail in the European Union.”

JOURNALIST: Yesterday, the Greek Ambassador to Berlin delivered a Note Verbale to the German Foreign Ministry concerning compensation from the First and Second World Wars. Would you like to say anything about that?G. KATROUGALOS: Yes, this isn’t a bolt from the blue. As you know, there was a special Plenary Session of Parliament. All parties, apart from the neo-Nazi party, took a stance in favour of these claims. I think one of the most positive aspects of our politics is that on national issues, including this one, political forces were unanimous. And when I was and MEP, together with all of the Greek MEPs we promoted this issue, which is of great historical, moral, political and legal importance, and now we are doing the obvious. Essentially, we are making the diplomatic move that is the culmination of this whole political initiative.JOURNALIST: But every time we make these moves, the response is that the issue of compensation is finished, closed.G. KATROUGALOS: This is exactly why we always have to keep the matter open: regarding the legal dimension, so we don’t appear to have withdrawn our claims, and regarding the obvious political and moral dimensions of the issue.JOURNALIST: I want to ask you about the timing of the delivery of the Note Verbale, and along the lines of my colleague’s earlier question: whether you believe we will get anywhere this time.G. KATROUGALOS: We are certainly making moves to get a result. We aren't just striking a pose. As for the timing, we chose to do it after the European elections, so that it wouldn’t appear that we wanted to politicize an issue in terms of the elections.JOURNALIST: Yes, but now we are in the run-up to national elections, and one could accuse you of doing what you just said.G. KATROUGALOS: I’m talking about Germany. We didn’t want to create an issue in the European elections for Germany, precisely because we want this issue to be beyond the political differences and discussions we might have on other issues. We had an obligation to carry through on the parliamentary resolution, which, as I said in any case, was passed almost unanimously. And there was no other time after the European elections.JOURNALIST: Could this €377 billion, as Manolis Glezos often says, take the form of infrastructure projects, education?G. KATROUGALOS: Provided we first agree on the compensation owed to us, we can then discuss the ways it can be paid. But that is an issue for discussion much later on. This is not the time to discuss it.JOURNALIST: So, are we now in negotiations?G. KATROUGALOS: That’s the point of the Note Verbale: that we are saying this issue has been tabled and we are calling on the other side to respond.JOURNALIST: Last question, Minister: Do you think that in the run-up to the national elections there could be a ‘hot incident’ with our neighbour Turkey? And what is your view of the resignation, at this stage, of the lieutenant general who was responsible for the confidence-building measures?G. KATROUGALOS: No one wants a war in the Aegean. Greece doesn’t and Turkey doesn’t. And no one wants to see a hot incident that could lead to a result that everyone rules out. But as more and more tension builds, no one can rule out an accident. This is why we are discussing the confidence-building measures with the other side: to resolve this tension that is building up – not by any fault of our own, but because of the Turkish side’s unlawful acts. Now, regarding the resignation, this was a political stance on the part of the government. I haven’t heard a serious response from any opposition party, and, in any case, these are not issues that are decided by military personnel in democracies. In democracies, political decisions are made by those who have the democratic responsibility to govern the country. Only in dictatorships are military personnel responsible for political issues. So I think it is completely outside the competencies of a military officer to choose a government’s policy for negotiating an issue that, in any case, I don’t think is essentially contentious.

JOURNALIST: We are in the Konstantin Palace, a historic palace that opened in 2003. As presidency of the European Union at the time, Greece was honoured in this palace, and there really is a history that links it to this space and more generally to the St. Petersburg International Economic Forum, of which you are a repeat visitor, as you have attended it at least three or four times. I think you had a comprehensive meeting with the Russian Foreign Minister, Mr. Lavrov. A few words on that, please. G. KATROUGALOS: Our country’s historical ties with Russia are always present, in this building and in general. I had a very substantial discussion, in a warm atmosphere, with my colleague, the Russian Foreign Minister. As you know, our countries, traditionally and historically, have very good relations based on shared elements of history and culture. And while the European Union is always our political home, we try to play the role of a bridge between the EU and the Russian Federation. After all, any regional security system in Europe that does not include Russia cannot have prospects for success and stability. We talked about bilateral and regional issues, the situation in our region and the potential for cooperation on the political and economic level. We discussed the need to improve even further the initiatives that are bringing our two peoples closer together; initiatives that have to do with culture and history. We also had discussions on a more technical level. We talked about how we can become even more specific in our cooperation within the framework of the Joint Action Plan we have with the Russian Federation. JOURNALIST: On economic issues and your participation here in the International Economic Forum, where Greece has taken part for the past five or six years and tries to participate not just by being present, but also through substantial cooperation on the bilateral level? G. KATROUGALOS: Our Prime Minister was here in 2015, among the leaders who participated in the discussion with President Putin. And, as you said, I have been attending systematically for the past three years, representing our economic diplomacy. But this isn’t the only forum where we promote our bilateral economic relations. There is the Joint Interministerial Committee that convened recently in Thessaloniki. It looked at how we can have joint Greek-Russian enterprises in sectors where we are interested in promoting our products, such as the agrifood sector. There have been major investments, hundreds of millions, by Russian businesses, especially in the sector of tourism and hotel facilities, and I think we are on a very good path. I also want to remind you that Greece was the first country to sign a memorandum of cooperation with the Eurasian Economic Union, which is the economic organization for integrating the former Soviet Republics that now want to create a Eurasian economic space on their territory. JOURNALIST: You were the Minister who, in June 2017, signed this protocol, in spite of the fact that the European Union had not started ... it was an initiative that put Greece ahead. Because, in any case, this European space and the Asian space will collaborate. G. KATROUGALOS: Our country traditionally follows a multidimensional foreign policy in the political and economic fields. You are right to say we are pioneers in this field, just as we were pioneers, for example, in signing the first cooperation protocol between a western country and China, regarding the joint setting of goals in the context of the One Belt – One Road initiative. And in both of these cases, other countries followed. It became clear that this initiative not only favours the general interests of the European Union, but also contributes to our role as a bridge; in other words, as a positive actor that will bring our common political home, which is Europe, closer to other major political and economic players.
