Interview of Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis with Le Figaro's Alexia Kefalas
Upon arriving today in Paris for a two-day visit focused on EU-Turkey relations, Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis sent a clear message to Turkey in his statements to Le Figaro’s Alexia Kefalas. “Turkey must comply with International Law and stop its provocative actions. It must show in concrete terms it is interested in the region’s security and in cooperating with Greece and Europe”, he stressed to the French daily. Shortly before his meeting with his counterpart ClĂ©ment Beaune and other French officials, Mr. Varvitsiotis underscored that, at recent EU Summits, the European partners agreed that Turkey’s provocative conduct is not a purely Greek-Turkish problem for the European Union, but a broader problem of regional security and geopolitical strategy at its southeastern borders. This, he pointed out, is why the EU sent a clear message to Turkey, urging it to choose the path it will follow: that of unilateral action, intransigence and belligerent rhetoric of the 19th century, or the path of international cooperation, understanding and diplomacy. “Turkey must choose”, he said. He also reminded that last year “we saw an unprecedented escalation of tensions in the Eastern Mediterranean, due to Turkey’s illegal and provocative behaviour, which jeopardised the region’s security and stability”. As pointed out in Le Figaro’s article, the Alternate Foreign Minister’s trip to France is part of a wider effort to mobilise European partners and strengthen Greek positions ahead of the European Council of 25 March. The agenda of the talks with his French counterpart, which will be held this afternoon in Paris, also includes European coordination to tackle COVID-19, the European vaccination certificate, migration, the Conference on the Future of Europe, the Recovery Fund, EU’s Social Dimension, EU enlargement in the Western Balkans, EU-Russia relations, Greek-French bilateral political, economic-commercial and cultural relations, and the Cyprus issue. During his two-day stay in Paris, the Alternate Minister will have meetings with members of the French National Assembly and the French Senate. More specifically, today he will meet with delegations from the Greek-French Friendship Groups of the National Assembly and the Senate, and tomorrow he will visit the French National Assembly to meet with the Chair of the Parliamentary Committee on European Affairs, Sabine Thillaye.

Operation of ‘MyConsulLive’ extended to more Embassies and Consular MissionsThe pilot operation of MyConsulLive.gov.gr – the platform for remote provision of consular services, via video calls – is entering its third stage. Specifically, the platform’s operation is being extended significantly, to include: • the Consular Sections of the Embassies of Greece in Brussels, Washington, Paris and Stockholm, and • the General Consulates of Greece in Adelaide, Chicago, Frankfurt, Hamburg, Melbourne, Montreal, Munich, Stuttgart, Sydney and Tampa. These Missions are joining the Consular Section of the Embassy of Greece in London, the General Consulates in New York, Toronto, Boston, Istanbul and DĂĽsseldorf, and the Consulate in Perth, where the platform has already been in pilot operation. Gradually, MyConsulLive will be extended to all Consular Missions. The “MyConsulLive” platform enables Greeks residing abroad to access Consular services remotely, via scheduled video calls with competent consular personnel. More specifically, the following services are provided through the platform: • certificate of permanent residency abroad• certificate of marital status, birth, residency• copies of or excerpts from registrar acts• pension eligibility declaration• applications/reports The service is provided through gov.gr, under the heading “Citizen and daily life” and the subheading “Remote citizen services.” Interested parties identify themselves using Taxisnet login (user name/password) to confirm their personal data, and identification during the video call is made via presentation of state documents (ID card, passport, etc.). MyConsulLive.gov.gr was initially launched in pilot form in December 2020. It was developed with the cooperation of Minister of Foreign Affairs Nikos Dendias and Minister of State and Digital Governance Kyriakos Pierrakakis. It was designed by the General Secretariat for Public Administration Information Systems at the Ministry of Digital Governance, modelled on similar digital appointment services provided by Citizen Services Centres (KEP), the Hellenic Manpower Employment Organization (OAED), and the Independent Authority for Public Revenue (IAPR). MyConsulLive.gov.gr is one of the tools facilitating digitalisation, simplification and streamlining of transactions between Greeks abroad and Consular Missions. Also operating in this context is the AI-powered Digital Assistant (chatbot) at the Consular Section of the Embassy of Greece London and at the Consulate General of Greece in New York, with the prospect of gradual extension to all Consular Missions.

N. DENDIAS: Dear Minister, welcome to Athens. It is a pleasure to welcome you today. Unfortunately, Covid-19 forced us to repeatedly postpone your visit, but I am glad it is finally taking place, albeit with the restrictive measures. Greece maintains close and historical ties with the Palestinian people. We have been at your side in difficult moments, and we are a western country that gave you practical support when you did not have the international recognition and support that you have today. I would like to stress this, because Greece’s stance has always been a principled stance and not one of opportunism or expecting something in exchange. Greece wants to deepen its relations with you on the bilateral and multilateral levels. Bilaterally, we look forward to more frequent meetings, such as the meeting between the Secretaries General of our two Ministries on 12 April. Moreover, together, we are planning to train young Greek and Palestinian diplomats at our diplomatic academy. Finally, we are willing to offer support, provided you deem it appropriate and request it, for organizing and carrying out the upcoming parliamentary and presidential elections. On the multilateral level, there is always room for enhancing bilateral cooperation through the participation of Cyprus, as well as multilateral cooperation, for example, in the context of the East Med Gas Forum. In this context, we look forward to a constructive stance. We believe that the expansion of the East Med with new members will benefit the whole region. And of course, today – and I thank you for this – we had the opportunity for an in-depth discussion of the developments in the Eastern Mediterranean. We will continue our discussion during the luncheon. I had the opportunity to reiterate to you Greece’s firm stance – which has been expressed repeatedly by Greek Prime Minister Kyriakos Mitsotakis – regarding the peace process. Greece is in favour of a just, viable and comprehensive two-state solution. Within the boundaries of 1967, with Jerusalem as the capital of both states, in accordance with the relevant UN resolutions and in accordance with International Law. This is why we support the peace process, and we support every effort that contributes to the resumption of the peace process. In this context, in fact, Greece has put forward a candidate for the position of European Union special envoy for the peace process. Our candidate, Ambassador Thrasyvoulos Stamatopoulos, is an exceptional diplomat worthy of support. It is also important for me to underscore that the agreements on normalisation of Israel’s relations with four Arab countries create new momentum in the region. We hope these agreements help to promote the peace process. My dear colleague, allow me to interpolate something here. As I have repeatedly stressed, the fundamental principles of Greek foreign policy are firm and full commitment to international law, including the UN Convention on the Law of the Sea – which Greece and Palestine have both ratified – and the relevant UN Security Council resolutions. On the basis of these immutable principles, our stance on the peace process is clear. And we ask that you express your commitment to these principles beyond the issues that concern you directly, as they bear on the other issues that concern our wider region, including, for example, the delimitation of maritime zones, which we will discuss during the luncheon. Today, I also had the opportunity to underscore to my Palestinian colleague the special importance Greece attaches to the Greek Orthodox Patriarchate in Jerusalem, which is recognized as a prime trustee of Holy Pilgrimage sites. And I had the opportunity to brief Mr. al-Maliki on the 62nd round of exploratory talks, which is taking place in Athens today, as well as on the general framework of Greek-Turkish relations. As you know, Greece is coming to these talks in good faith. We hope they lead to our finding common ground based on which to resolve the sole bilateral dispute we have with Turkey. In other words, the delimitation of the Exclusive Economic Zone and continental shelf in the Aegean and the Eastern Mediterranean, in accordance with international law and the UN Convention on the Law of the Sea. I would like to take this opportunity to note that the unilateral claims by Turkey that were reported by the media recently, as far as Greece is concerned will be responded to at the appropriate time and in the proper manner, via diplomatic channels. Finally, I outlined the political consultations between the Greek and Turkish Ministries of Foreign Affairs, which will be taking place tomorrow in Athens. At this point I would like to add – and I have said this in the past – that I am willing to meet with my Turkish counterpart and friend Mevlut Cavusoglu, but for such a meeting to have a point, of course, it must be carried out in the right climate. But this is not acceptable to the EU or the U.S.,” Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis stressed in his interview with Proto Thema radio’s Ilias Siakantaris. “If Turkey wants a better relationship with the EU and in the context of NATO, it has to stop its provocative actions,” he pointed out. Regarding the 62nd round of exploratory talks, he underscored that Greece wants there to be a channel for dialogue with Turkey. Regarding EU-Turkey relations, he noted that Turkey is the first item on the agenda for the EU General Affairs Council and the European Council meeting of 25 and 26 March. “This,” he said, “makes Greece a central player in this framework of decisions that concern the whole of Europe.” Finally, referring to the upsurge in violence in recent days, as well as the demonstrations taking place in the midst of the pandemic, he underscored that “some people are investing in creating a political circus and a mindset of fear. They will not succeed! The political forces must stand united against violence and attempts to create tensions.” In this regard, he recalled the Prime Minister’s statement that we are at war with the pandemic, praising the contribution of the medical and health professionals who are doing daily battle to save the lives of our fellow human beings.

The Alternate Minister of Foreign Affairs, Miltiadis Varvitsiotis, along with the Minister of Migration and Asylum, Notis Mitarachi, participated via teleconference today in the Jumbo Council of EU Ministers for Foreign Affairs and Ministers for Home Affairs, whose subject was the external dimension of the European Union’s migration policy, as this will be provided for in the new Migration and Asylum Pact. Alternate Minister of Foreign Affairs Varvitsiotis stressed the importance of greater cooperation on the European level to shape a functional return system. He also suggested for the EU to capitalise on the tools it has in order to draw up functional readmission agreements with Afghanistan and Pakistan. Mr. Varvitsiotis also pointed out that the external dimension of migration is an issue on which we must collaborate in the EU in order to create a functional return system. So as to facilitate returns, he said, we need to use our capabilities in relation to third countries, especially with regard to European funding, underscoring that funding needs to be linked to performance in the migration sector. The Alternate Minister of Foreign Affairs also welcomed the Portuguese presidency’s initiative in emphasising the countries of Africa. Finally, he referred to Afghanistan and Pakistan, noting that these are countries that are of interest to us, especially with regard to the Eastern Mediterranean route. He expressed the view that more can be done. Regarding Afghanistan, the implementation of a new joint migration-cooperation statement agreed between the EU and Afghanistan, as well as the full implementation of the readmission agreement with Pakistan, must be conditions for a future dialogue on migration. The Minister of Migration and Asylum stressed that Turkey is a safe third country, not just for those coming from Syria, but for all refugees.
