This article first appeared in French in Le Figaro. KIEV, Ukraine -- Europe was born of a bet on the power of ideas and what linguists call their "performative" character. But since Europe has been integrating into a common union, that power has not been evident so often. In a series of events that has been especially dramatic for my people, the French writer and philosopher Bernard-Henri Lévy has recently offered a significant demonstration of the force of ideas and the power of convictions when these are followed through to their logical conclusion and acted upon. Against all of the defeatists united in their resignation to retreat before Putin, this European thinker has stepped up to the struggle for the deliverance of the new Ukraine. From his first speech on the Maidan in Kiev on Feb. 9 through the gathering that he organized on March 7 in a movie theater in Saint-Germain des Prés, and including the meeting that he organized earlier that day between his president, François Hollande, and representatives of Ukraine's major democratic forces, Bernard-Henri Lévy has been unstinting in giving of his time and effort. Without mincing words, he reminded us that thought and action are not opposites but can, in exceptional circumstances, combine and reinforce each other. It was he who, having understood from the outset the situation in Ukraine, extended a fraternal hand to all Ukrainians who dream of a free Ukraine. It was he who relayed, within Europe and in the United States, the words of the major actors of the opposition to the now deposed Ukrainian President Viktor Yanukovych. It was he who, after having convinced the highest authorities of the French Republic to assume a firm stance against Putin and his ally, enabled two candidates for the Ukrainian presidency to have a long discussion in Paris last week with the French president and his minister of foreign affairs, Laurent Fabius. Our debt to him is considerable. This man follows in the great tradition of fighters for freedom -- the Resistance to the Nazi occupation of France during the Second World War, the Prague Spring, and the dissidence in the face of Soviet oppression and lies, among many others. I would like to repeat here what I expressed to him last week at the Elysée Palace: that the Ukrainian people are grateful; that his determination will prove decisive; that it strengthens our will to hold fast to our positions in the upcoming battle; that, by countering Putin's propaganda, that determination hindered the evil spirits that otherwise would, in attacking Crimea today and another eastern, Russian-speaking border of the Russian empire tomorrow, tear apart both our nation and, eventually, Europe itself. But the acts of the man who will henceforth be known to the residents of Kiev simply as "Bernard" moves and binds me for even more intimate reasons. Like Bernard, I am a disciple of the great European philosopher, Emmanuel Levinas (1906-1995), who was Lithuanian by birth, French by citizenship, and profoundly enriched by Russian culture. It is difficult for us not to mention the fact that Levinas studied at the Kharkiv secondary school and lived through the Great War and the Bolshevik Revolution in Ukraine. Like Bernard, I am grateful to Levinas for having made clear to me the twin debt that our civilization owes to the Bible and to the Greeks -- to Jerusalem and to Athens, to revelation and reason. That Levinassian brotherhood of arms is, I believe, the ultimate reason for our shared struggle. Above and beyond the vicissitudes of the hour and the risks of history, above and beyond the measure of confusion inherent in today's fight, and above and beyond the eminent clarity of Bernard-Henri Lévy, our common membership in what he once called the "Levinas generation" impels us both to work to build an authentic European republic, one fraternal and confident in its humanist heritage. I know that Bernard felt the bracing breeze of that heritage in the Maidan during the two speeches that he made to a crowd that was, while weary, delighted to hear an intellectual from the other Europe declare his solidarity with so much force and brilliance. Bernard sees himself, as do I, as the perpetuator and the witness of a heritage that confers on the strongest nations of the old continent responsibility for and custody of what Milan Kundera, in a famous passage, called the "small nations" -- that is, the fragile, vulnerable nations. That is what we have in common. It is that cause which, though we did not know each other (he working at his review in Paris, I at my university and affiliated publishing house, The Spirit and the Letter), we carried on in parallel.And we will, I am convinced, carry the fight forward together in the months and years to come through the Europe-Ukraine Forum that we have agreed to establish. For all of that, I evoke in his honor here, as he did in Kiev, the fraternity of the people of the Maidan and their spirit of freedom.

We Need Europe, But Only If It Will Be Truly Social

The mayor of a Southern Italian town who restored the historic center thanks to European funds. The student who -- after taking part in the Erasmus student exchange programme -- won an academic opportunity which he can now put to use around the world. The entrepreneur who says 'thank you' to Europe, since the simplification of judicial procedures now enables her to collect credit she is due in another country at a previously unthinkable speed. As European elections draw near, this kind of story needs to be heard and circulated as anti-EU movements raise their voices hoping to cash in on discontent. What needs to be remembered -- against populist demagogy blaming European institutions for social distress -- is that Europe has already changed our lives for the better. And youngsters especially need to be reminded of this, given that they did not experience the evolution of the European project. It's not as if we're happy with how things are today: the way the European Union handled the 2008 crisis deserved criticism that was both bitter and justified. Answers came late and were not enough. On the other hand, it's not fair to blame Europe for all of individual national governments' shortcomings and mistakes: lost chances, missed reforms, neglecting the weak, denying youngsters their opportunities. Let's ask ourselves whether more could have been done to improve the quality of spending on research, innovation and human capital. But the solution can't be the one many self-servingly suggest: i.e. to get along without Europe. The sheer size of our problems means that we should all be working together; none of our countries can make it alone, none can face an increasingly aggressive global competition alone. What we need is more Europe, a true governance of the Union which will enable our continent to remain a global leader. We need Europe to fix past mistakes, daring to reinvent itself, and to be aware of the positive influence it has on the daily lives of 500 million citizens. With the aim of highlighting proposals for change and goals which have been reached, the Italian House of Representatives, along with the Greek Parliament, has organised an international conference whose title is 'What Europe stands for' and which will take place on March 13 and 14 March in Rome. Delegations from the EU Parliament, the European Council, national Parliaments of member states and candidate countries will be welcomed jointly by Italy and Greece, two countries which are both due to hold the Presidency of the Council of the EU in 2014, and which both suffered dearly, though in different ways, during the financial-economic crisis. The decisions of the last few years -- which saw Europe too focused on the stability of the financial and credit system -- will be re-examined from a Mediterranean point of view. We now need to restart growth and employment policies: Europe will never be viewed positively by its citizens if its youth unemployment is at its highest, labour rights are eroded, and healthcare cuts in some countries lead to the return of diseases eradicated decades ago. What needs to be ever more clear is that Europe is the land where everyone's fundamental rights are respected: mounting social distress is often vented on minorities, immigrants and refugees, whilst member States appear ineffective in countering it. We'll talk about all of this in Rome. We want to address the concerns of disillusioned citizens, thanks to the perspective of a Europe that is not solely concerned with balance sheets. If it can make it, regaining its original spirit and social vocation, Europe will once more present itself as an extraordinary project based on freedom and prosperity.

Although that represents a slight increase from last year's 20 percent, it's well behind countries such as Russia, Indonesia, Latvia and the Philippines, all of which have more than 40 percent of women in such positions. "It's no longer feasible for U.S. businesses to adopt a sit-and-wait policy when it comes to promoting women to senior management roles, particularly when so many other nations — developed and emerging — are more rapidly realizing the benefits of diverse senior leadership," said Erica O'Malley, Grant Thornton's national managing partner of diversity and inclusion. The troika under fire again in Strasbourg

The European Parliament will again debate, on Wednesday 12 March, during a plenary in Strasbourg, the role and the performance of the “troika" of international lenders (European Commission, European Central Bank and International Monetary Fund) in bailout countries. A vote will follow on Thursday, 13 March.

The lenders have come under fire over accusations of conflicts of interest and lack of democratic accountability for their activities in Greece, Portugal, Cyprus, and Ireland. Some deputies have even spoken of "infringement of the basic rules of democracy" for the way in which austerity rules have been imposed, especially in Greece.

In Athens, government is still trying to bridge its differences with international debt inspectors in negotiations over fiscal reforms needed for the country to receive its next bailout installment.

Yannis Stournaras, the finance minister, said the government hoped to have at least a "good progress report" from representatives of the IMF, European Commission and European Central Bank, collectively known as "the troika".

"Nothing is unbridgeable. We are trying to bridge our differences,” said Stournaras.

Greece has been relying on bailout funds from other EU countries and the International Monetary Fund since mid-2010, and has had to overhaul its economy in return. The troika is currently pressing for sweeping changes in market practices and labor rules.
