We're Getting Closer To Self-Driving Taxis

SEOUL, South Korea (AP) -- A South Korean university is testing a sedan that can pick up and transport passengers without a human driver, giving a glimpse into the future of autonomous public transport. Seo Seung-Woo, director of the Intelligent Vehicle IT Research Center at Seoul National University, said the university has been testing the driverless taxi to transport disabled students around campus. The vehicle, called Snuber, has been navigating the 4,109 square meter (44,200 square foot) campus for the past six months without any accidents. It works in conjunction with a hailing app created by the university. Companies around the world are betting that automated driving technology will transform public transportation. In Japan, a company called Robot Taxi Inc. plans to offer a full commercial service in 2020. In Greece, driverless buses called CityMobil2 have been tested in real traffic. General Motors Co. said Monday it is investing $500 million in ride-hailing company Lyft Inc. and forming a partnership that could eventually lead to on-demand, self-driving cars. South Korean companies, however, have been slow to embrace the self-driving technology. The country's largest carmaker, Hyundai Motor Co., said it expects to roll out a fully automated car in 2030. Only this month, Samsung Electronics created a team to focus on autonomous driving. On the campus of Seoul National University, many heads turn as the grey sedan passes. It has turret on its roof with devices that scan road conditions. Seo's team outfitted the Genesis sedan with a camera, laser scanners and other sensors. For now, due to regulations banning autonomous vehicles on the roads, a driver is behind the steering wheel and can override the automation in emergency situations. The car cannot travel faster than 30 kilometers per hour (18.6 miles per hour) because of the speed limit on campus. There are no full traffic lights but researchers have programmed Snuber to navigate around other challenges. The vehicle applies a brake pedal at a red stop sign and at a pedestrian crosswalk. When another vehicle stops in the middle of the road, the automated sedan will scan the other lanes to detect vehicles traveling from the opposite direction. If there are no other vehicles, the Snuber moves into the oncoming lane to pass the vehicle. However, it is not yet ready for use outside the relatively controlled campus environment. "It will take a huge amount of time and effort," said Seo. "We need more tests in real traffic conditions." He said in early 2020, a driverless car will be running between tollgates on highways. A door-to-door pickup service using a self-driving car is likely in early 2030, he said. Europe has a crucial 'identity crisis'

Europe is made of diverse ideas and ideologies. Western Europe versus Eastern Europe. Nationalism versus socialism. Those calling the shots versus those dreaming of joining the club. These differing realities have carved the Europe that we know today, and they have defined the challenges the continent has faced for nearly a century. "But in 2016, they will reach a crucial point as an identity crisis emerges between open Europe and closed Europe," Ian Bremmer and Cliff Kupchan argued in Eurasia Group's report on the world's top risks for 2016. "And a combination of inequality, refugees, terrorism, and grassroots political pressures pose a fundamental challenge to the principles on which the European Union was found," wrote Bremmer, Eurasia Group's president, and Kupchan, the group's chairman. "Open Europe" refers to the Europe that German Chancellor Angela Merkel pushes for: It's open to the world, and the borders between (most) European states are open to one another. By comparison, "closed Europe" collectively closes itself up from the outside world. And each individual country closes itself up from others. Though it's not completely closed off, Viktor Orbán's Hungary leans slightly in this direction, as Hungary has moved to shutter its borders with other European countries amid an ongoing migration crisis. Bremmer and Kupchan wrote that this "identity crisis" between these two Europes could mean that other big changes are on the horizon: * ANGELA MERKEL, OPEN EUROPE'S BIGGEST ADVOCATE, IS LIKELY TO SEE HER POLITICAL POSITION WEAKEN in 2016 because she warmly welcomed waves of refugees — a decision that was unpopular both at home and in the rest of Europe. A weakened Merkel "leaves Europe with less ability to respond collectively to any crisis (expected or otherwise)," Bremmer and Kupchan wrote. * POPULISM WILL CONTINUE TO SURGE. This has already been the case in Denmark, Greece, Hungary, Poland, Spain, and Sweden. Additionally, France has seen gains by the National Front (led by the provocative leader Marine Le Pen). In Germany, the far-right Alternative party has become the third largest in the country. "In both countries, the populists' growing clout will force establishment parties to amend their political platforms or suffer the consequences," Bremmer and Kupchan wrote. * THE BREXIT RISK IS STILL VERY REAL. Eurasia Group sees the odds of a Brexit, or British exit from the European Union, at about one in three. The reasons: the divided Conservative Party, the complicated British industrial and hedge fund relationship with Europe, and the fact that British Prime Minister David Cameron is "not going to secure major reform from the EU, hurting his ability to make a strong and positive case for keeping the United Kingdom in Europe." * FAT TAIL RISKS ARE GROWING, AND FEARS OVER TERRORISM ARE RISING. Europe saw terrorist attacks in France and Turkey last year. More are likely in the future, according to Eurasia Group, which will further aggravate political divisions. Moreover, the fear of terrorism alone could affect political action, and the Schengen agreement — which permits free movement across a wide swathe of Europe — risks being broken in 2016, argued Bremmer and Kupchan. In sum, the split between the ideals of open Europe and closed Europe will take center stage, as the continent continues to struggle with complex problems like the refugee crisis, terrorism, and youth unemployment. And this split could lead to some big changes in Europe going forward. Turkey's gendarmerie says it has found the bodies of 21 refugees, three of them children, at two separate locations on the Aegean Coast today (5 January 2016) after a boat apparently capsized on its way to the Greek island of Lesbos.
