The fight between the United States and Turkey continues. Following the decision to raise duties on steel and aluminium, US officials announced that Turkey's participation in the program on preferential imports of goods from developing countries to the United States (GSP) could be discontinued. The US is waging a large-scale economic war against the world, which makes the dollar strong, but this is not beneficial to American exporters.Apparently, the hard line of the Turkish administration is a thorn in Donald Trump's side. In Syria, Erdogan is fighting against US-backed Kurdish military groups (YPG). The Turkish president also refused to support US sanctions against Iran. Moreover, Recep Erdogan was the first leader to have expressed negative reaction after the USA recognized Jerusalem as the capital of Israel. He also insisted on the purchase of S-400 air defense systems from Russia, which was incompatible with Turkey's NATO membership. To crown it all, Trump must have read Erdogan's article in The New York Times, in which the Turkish president issued an ultimatum to Washington. "Before it is too late, Washington must give up the misguided notion that our relationship can be asymmetrical and come to terms with the fact that Turkey has alternatives. Failure to reverse this trend of unilateralism and disrespect will require us to start looking for new friends and allies," Erdogan wrote in the article. Erdogan referred to Turkey's experience of resistance from the 1970s, when Turkish troops landed in Cyprus "to prevent massacres of ethnic Turks by the Greek Cypriots despite Washington's objections." The Turkish president also recalled Turkey's recent operations, which resulted in the expulsion of YPG militants from Syria's Afrin.In response, the USA imposed sanctions on two Turkish politicians and raised duties for imports of Turkish steel and aluminium to 50 and 20 percent respectively causing the Turkish lira to collapse by 30 percent in a week. Ankara responded by imposing export duties on US goods worth $1.8 billion. In return, Washington promised to withdraw Turkey from the program for preferential imports of goods from developing countries to the United States (GSP) by the same amount.Erdogan has no other tools for showing resistance to the United States. In his most recent speech, he desperately promised to boycott iPhones. Indeed, it is very hard for Turkey to keep things on an even keel. Turkey's debt totals $303 billion while the gold reserves of the country make up $21 billion. The budget deficit nears 50 billion liras, the inflation rate is 15.8 percent, and the level of unemployment - 11 percent, according to TR724. Erdogan swears that the Central Bank of Turkey will not raise the key rate, he urges people to rush to exchange their dollars for Turkish liras to help the nation preserve sovereignty.On Saturday, August 11, Erdogan stated that Turkey was ready to abandon the dollar in payments with major trading partners such as China, Russia, Iran and Ukraine. He added that Turkey would be willing to switch to euro in settlements with European countries. Perhaps Ankara will respond asymmetrically. Turkey can in particular close the Incirlik air base for the United States, withdraw US nuclear weapons from Turkey and cut fees to NATO. Erdogan can also remove the US from the province of Idlib in Syria and build even more close cooperation with Moscow and Tehran (all three countries remain under Washington's sanctions). In general, Erdogan can work to undermine the confidence of world players in the United States as a reliable political and trade partner.Most likely, though, Erdogan will capitulate over his inability to withstand the pressure. He has already had such an experience with Russia after the Su-24 shootdown incident. The Turkish president is known for his impulsiveness and overestimation of forces. If he keeps his promises and Turkey increases production by minimizing interest rates, then Russia may learn from its experience.In fact, the strong dollar is not something that the Trump administration has been striving for. The strong dollar is an obstacle for exports of American goods. When the USA devalues the Turkish lira, the Russian ruble and other currencies of the world, Trump causes damage to US exporters. Iran, China, Turkey and Russia can win the fight in the economic war, if India joins them to dedollarize international economy. The European Union has already done that: the EU has its reserve currency and its own emission center, but the EU has refused to support USA's sanctions against Iran. The Indian rupee hit an all-time low against the dollar overnight, the South African rand has been diving, Argentina's central bank hiked rates by 5% on Monday to arrest the peso's decline, and Indonesia's government is meeting to discuss emergency measures to defend the sinking rupiah. "EM [emerging market] currencies (judged by the Bloomberg EM currency basket) are now at their lowest nominal value in the past three years – below the level reached in early 2016 at the time of the commodity price fall and period of US$ strength," analysts Stuart Culverhouse and Hasnain Malik from emerging market specialist bank Exotix said in a note on Tuesday. UBS and Credit Suisse have both flagged the danger that Turkey's currency crisis could spiral into a debt crisis. If this does happen, we could see similar issues in other emerging markets. Many emerging markets loaded up on dollar-denominated debts when interest rates were low. But a combination of falling local currencies and a soaring US dollar mean those debts are getting more expensive to pay off. Turkey's foreign currency debts across businesses, banks, and the government are at 55% of GDP, according to the Telegraph. The newspaper reports that The Institute of International Finance "thinks events in Turkey are just the start of a long and painful hangover for those emerging markets that drank deepest from this cup." The report warns that South Africa, Indonesia, and Columbia are most at risk. David Jones, chief market strategist at Capital.com, said in an email: "Given that the memories of the far-reaching effects of the Greek crisis have not been forgotten, do not be surprised if we see cautious trading and further US dollar strength in the days ahead as investors decide that it is better to be safe and late to any recovery - rather than be too early and very wrong." Exotix's Culverhouse and Malik say that emerging markets are currently suffering mainly from the "risk off" sentiment rather than a belief among investors that they share similar characteristics with Turkey. But the pair refers to a ranking they made in May showing which countries_ could_ be most at risk if sentiment does shift. Here's the ranking:[scorecard] The Exotix pair writes: "Most of the others in our sample (except India) are too small to pose wider systemic risks. But difficulties could lead to localised, country-specific problems, especially for those with pre-existing weaknesses." Lale Akoner, a market strategist in BNY Mellon’s global investment strategy group, said on Tuesday: "In our view, Turkey is mostly the exception and not the rule, and not necessarily demonstrative of the larger EM complex. "Nevertheless, what is largely an idiosyncratic risk for Turkey did feed into the negative sentiment towards EMs in general." Caspian Convention challenges Gazprom's rule in Europe
On August 12, when the leaders of Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan put their signatures on the Convention on the Legal Statue of the Caspian Sea at a historical meeting in Aktau (Kazakhstan), experts could not find a definitive answer to the question of whether Russia and Iran would still object to the construction of the Trans-Caspian gas pipeline between the Turkmen port of Turkmenbashi and the capital of Azerbaijan along the bottom of the Caspian Sea. Russia and Iran had long objected to the construction of the pipeline from Turkmenistan to Azerbaijan making references to uncertainties in the legal status of the Caspian Sea, even though the pipeline was to be built in Turkmen and Azerbaijani sectors of the sea. On Monday, August 13, when the Kremlin published the full text of the Caspian Convention on its official website, it became absolutely clear that there were no obstacles left for the construction of the Trans-Caspian gas pipeline.Therefore, natural gas from Turkmenistan and Azerbaijan can be transported along the Trans-Anatolian gas pipeline (TANAP) through Georgia and Turkey to Greece, where it links with the Trans Adriatic gas pipeline (TAP) to South Europe.Article 14 of the Caspian Convention reads: "The Parties may lay submarine cables and pipelines on the bed of the Caspian Sea. ... Submarine cables and pipelines routes shall be determined by agreement with the Party the seabed sector of which is to be crossed by the cable or pipeline." As we can see, it is only formal reasons that may impede the construction of the Trans-Caspian gas pipeline. The article also says that projects of the parties should "comply with environmental standards and requirements embodied in the international agreements to which they are parties, including the Framework Convention for the Protection of the Marine Environment of the Caspian Sea and its relevant protocols. In accordance with the additional protocol to the Caspian Convention, all five littoral countries should give their opinion about the compliance of the Trans-Caspian pipeline with environmental safety requirements within six months. However, experts in Baku and Ashgabat, whom Pravda.Ru interviewed, agree that Russia and Iran can not obstruct the construction of the pipeline. Moscow and Teheran only have the right to require compliance with environmental safety measures during the construction of the pipeline. In a nutshell, Moscow and Tehran will only provide opinions, rather than permissions. If the construction of any pipeline along the Caspian seabed were banned, the Caspian Convention would not have a provision on the right of the littoral countries to lay pipelines within their sectors of the sea.Most Russian experts are skeptical about the ability of Turkmenistan to fill the Trans-Caspian gas pipeline with Turkmen gas. In 2017, Turkmenistan failed to increase gas exports to China. Therefore, it is believed that Turkmenistan can not become a competitor to Russia's Gazprom on the European market. However, experts of the Turkmen government are confident that Turkmenistan will be able to add 14 billion cubic meters of Turkmen gas to 16 billion cubic meters of gas that Azerbaijan will soon export via the Southern Gas Corridor to Europe provided that the Trans-Caspian pipeline is launched. It is worthy of note that Turkmenistan is one of the four counties of the world that have largest reserves of natural gas. British auditing company Gaffney, Cline&Associates estimated the reserves of Turkmen deposits of Galkynysh and Yashlar at 26.2 trillion cubic meters. At present, the European Union, Turkmenistan and Azerbaijan hold trilateral talks about the beginning of the construction of the Trans-Caspian gas pipeline. Azerbaijan will play the role of a transit country in the project and is not going to support it financially. Kazakhstan and Uzbekistan would like to join the Trans-Caspian gas pipeline some time in the future. In May 2007, Kazakhstan and Uzbekistan agreed, along with Turkmenistan, to export their gas to Russia along the Caspian gas pipeline. However, the project remained on paper. Moscow believes that the countries of Central Asia refused to implement the project due to the pressure from Washington and Brussels.Now Kazakhstan and Uzbekistan evince their interest in exporting their natural gas to world markets through the Southern Gas Corridor. The Trans-Caspian gas pipeline can thus increase gas exports from the countries of Central Asia and Azerbaijan and put competitive pressure on Gazprom's reign on the European market of "blue fuel."
