Greek Economy Minister: Bold Measures Against Corruption Needed

The European governments’ fight against corruption needs to be given with bold measures, Greek Economy Minister Giorgos Stathakis underlined while representing Athens at a European Union Competitiveness Council meeting. Addressing the Council, the Greek Economy Minister distinguished the importance of the Single Market in the function of the European Union, as well as the positive steps taken toward that direction, despite the “serious delays that prevent maximizing its benefits.” As he highlighted, “at this stage, we must pay special attention so that the European Union is not led to deregulation on key sectors, such as labor relations and the environment, of which inevitably member-states operate in different regulatory systems,” explaining that for this reason “it is important to homogenize the settings, building on the best of practices and incorporating them into national laws.” Referring to the necessity of bold measures in licensing, the fight against corruption, the management of public procurement and the importance of a stable taxation system, Stathakis said the Single Market should also regulate toward that end. Furthermore, commenting on the European Commission’s selected areas for the simplification of authorization and mutual recognition procedures, the Greek Minister underlined that it is important to take those criteria into account, safeguarding and strengthening the position of the Small and Medium Enterprises (SME) in the European economy, as they are the backbone of European growth and competitiveness.

New Democracy Leadership Race Fires up Ahead of Party Convention

Greek main opposition New Democracy leader and former Prime Minister Antonis Samaras is preparing his armory for the upcoming critical meeting of the party’s Parliamentary Group on Thursday, where he is expected to go under friendly fire and his leadership be challenged by fellow party members. So far, numerous party officials have requested an emergency party convention, to which the former Premier is expected to counter propose an emergency national convention. According to information emerging from the party, Samaras appears to be realizing that he must address the recent crushing defeat in the January 25 elections and will have to carry out major changes within the party, while he is also said to be preparing a “reshuffle,” which will result to at least two of his close associates leaving. This may be welcomed by several New Democracy functions, which have been recently marginalized, although it remains to be proved whether such an initiative will bring the desired effect or end the long-standing silent internal conflict. Among others, former government spokesperson of the Karamanlis administration Evangelos Antonaros has once again spread discomfiture among party members after tweeting that the party should proceed to a “political redefining in order to get rid of the extreme right schlock and neo-liberal doctrine.” Parallel to the battle preparations, several New Democracy officials have been visiting former Prime Minister Costas Karamanlis, who is still seen as an influential figure within the party and enjoys wider acceptance, to get his advice on the matter. As the same information indicates, Karamanlis will attend Samaras’ speech on Thursday and he has urged party members to remain calm, stressing the importance of maintaining party unity. European Commissioner and party veteran Dimitris Avramopoulos is also expected to attend the meeting. Thursday’s meeting is characterized as the most critical session for New Democracy since February 2012, when a major divide occurred after Samaras decided to vote for the second bailout program. It should be noted that New Democracy MP and former Foreign Affairs Minister of the Karamanlis administration between 2006 and 2009 Dora Bakoyannis, in a recent interview to Greek TV, did not rule out the possibility of challenging the party’s leadership in the near future after what was seen as a major defeat in the recent Greek general elections. “What I have to say, I will say it to the Parliamentary Group,” she declared then, adding that Greece needs a “healthy and powerful center right front,” which does not reflect New Democracy’s current situation. Furthermore, as she explained, she has no personal goals and her only desire is to see the party “recover” and find its right political outlook once again.

Turkish Govt: Initial NOTAM for Military Maneuvers in Aegean Was a Mistake

The Turkish NOTAM (Notice to Airmen) on military maneuvers in the heart of the Aegean Sea and Greek airspace was a mistake, now stated the country’s leadership following the Greek government’s strong reaction. According to Ankara’s Foreign Ministry spokesperson, Tanju Bilgic, the initial notice was issued by mistake and therefore canceled and replaced by a new, revised one. A statement issued by Bilgic on Tuesday said that the notice was inadvertently declared “with inaccurate coordinates,” while he did not elaborate. Furthermore, the Turkish Foreign Ministry official said his country would not declare a new NOTAM for “a certain period of time” and highlighted that Turkey was willing to resolve the dispute through talks. On Friday, February 27, Turkey issued a NOTAM requesting to reserve extensive Greek airspace from March 2 to December 31 for military exercises, include firing ammunition over the Aegean Sea, from the Greek island of Lemnos to Skyros within the Athens FIR. The move was considered a serious provocation by Greek Prime Minister Alexis Tsipras who decided to take the matter to higher authorities. The Greek Foreign Ministry spokesman noted that Turkey’s provocative move is serious and dangerous. Meanwhile, after Greek Foreign Minister Nikos Kotzias described the situation to Tsipras, the Greek government immediately issued a notice to all relevant bodies such as the NATO, the European Union, the ICAO (International Civil Aviation Organization), the United Nations and of course Ankara, requesting the cancellation of the military exercises. As a result, the Turkish military and political leadership slightly backtracked, issuing a new notice. In a new NOTAM issued earlier today, the Turkish government revised the previous notice. The new notice (No. 0900/15) replaced the original one (No 0889/15) by excluding lands of the Greek island of Lemnos from the area reserved for military use.

“I wish Greece good luck as a member of the Eurozone,” German Chancellor Angela Merkel said yesterday, while -almost at the same time- Finance Minister Wolfgang Schaeuble stated that the “trust with Greece has been lost.” Addressing a European Investments Bank council in Berlin, the German Chancellor highlighted that “Greece should now specify its reform proposals and discuss them with the three institutions: The European Commission (EC), the European Central Bank (ECB) and the International Monetary Fund (IMF), as this was the Eurogroup’s outcome.” The bailout extension approved last week by the German Parliament should help the Greek reform program to succeed, Merkel noted, adding that there was a need for stronger economic policy coordination among Eurozone member-states. At the same time, Schaeuble, through his representative Martin Jaeger, warned that Greek Finance Minister Yanis Varoufakis should consider if he is ready to accept a default for his country, insisting in his position that any delay in the ECB payment by Greece would constitute a credit event. As Jaeger clarified, the German Finance Minister is not threatening but rather states the obvious. As he further said, Berlin has lost count with what Varoufakis’ has stated in several interviews, pointing out that there is no alternative to be strict with Athens, as any trust has been lost in recent weeks. In addition, Jaeger highlighted that Greek Prime Minister Alexis Tsipras’ allegations that Spain and Portugal have formed a front against Athens in order to serve their domestic political goals is a “very unusual mistake.”

By Alastair MacdonaldBRUSSELS (Reuters) - The European Bank for Reconstruction and Development will launch a five-year program of loans and investments in Greece that EU governments hope can foster enterprise and growth to help revive an economy hobbled by public-sector debt.Tuesday's move is not directly related to international loan programs that have bailed out the Greek state. But the head of the EBRD said big euro zone creditors thought his bank's support for private enterprise could encourage the kind of market reform they want the new left-wing government in Athens to focus on.Suma Chakrabarti, president of the London-based EBRD, told reporters in Brussels that all its 66 state owners had voted on Friday to let Greece follow similarly bailed-out euro zone member Cyprus in becoming a "country of operation" - allowing a wide range of Greek businesses to seek funding from the EBRD.Formed in 1991 by rich industrial powers including the European Union and United States to promote market economies in the former Soviet bloc, the bank has set no limit on how much funding it will provide in Greece.In Romania, a somewhat smaller economy, the EBRD invested 592 million euros ($662 million) last year.The EBRD offer was prompted by a request late last year from the conservative-led coalition government which lost power in January. Left-wing prime minister Alexis Tsipras, elected on promises to ease austerity, privatizations and reforms demanded by EU and International Monetary Fund creditors, revived the request a month ago.EBRD lending is not conditional on Greece being bound by the terms of a bailout program like that which Tsipras reluctantly extended until June. But Chakrabarti stressed that the bank's help would be forthcoming "very much in the context" of the kind of economic reforms Athens is negotiating with its creditors."By concentrating on the private sector we are seeking to actively contribute to the reform and recovery of the country’s economy," he said. The German and French governments, he said, had strongly supported the EBRD getting involved in Greece, where the public sector is larger than many other EU states."Some think the EBRD business model could be particularly helpful in Greece," Chakrabarti said. The cash available is small compared to the 240-billion-euro state bailout program.The Greek government, keen for growth to curb massive unemployment and help pay down its debts, welcomed the move."The EBRD's activities in Greece ... will help accelerate economic growth and improve the quality of investments,” said spokesman Gabriel Sakellaridis, adding that Tsipras hoped the bank could start work as soon as possible.Chakrabarti said a first EBRD mission would head for Athens on Thursday and meet the authorities on Friday before reporting back to the bank's board next Wednesday.
