End of Europe? Not So Fast, Mr. Putin

This month marks the 50th anniversary of the appearance of the Beatles on the Ed Sullivan Show, a watershed in the history of U.S.-European relations. With the "British Invasion" Europe rebounded from war in the American imagination, and became a place that captured the hearts and minds of the young. No longer grey and dreary and bombed out, it was suddenly cool, a cultural leader and a place everyone wanted to go. Today, the perception of Europe from the U.S. side can be summarized in the following lines from a poem by Mark Bibbins that appeared in the New Yorker a couple of weeks ago:Europe: you swear it exists because you once had sex in it, and ideas. Europe has not been seen as a geopolitical force by most Americans. Their attention has been riveted by war in the Middle East, Asia's economic rise, and now Russia. This attitude pervades not just public perceptions, but the private musings of U.S. government officials. A diplomatic kerfuffle, accelerated by social media, caused smirks on this side of the Atlantic. It was reported that U.S. Assistant Secretary of State Victoria Nuland exclaimed "f**k the E.U." to Ukraine's ambassador to Washington. She was expressing her disappointment, as well as the Administration's dismay, at the handling of the Ukrainian crisis by the Europeans. German Chancellor Angela Merkel expressed her outrage (not at the Ukrainian situation, but at the diplomatic leak). In a world of increasing risks and dangers, Europe seems self-absorbed, lacking both the innovation capability of the U.S. and China's commercial energy. It appears unable to capitalize on and manage potentially positive events on its borders, let alone globally. Angela Merkel seems to be more of a corporate crisis manager than a leader of 500 million Europeans. The European financial crisis that dominated headlines so recently seems to have plateaued out, but perhaps we are in a dead spot between the European elections and the summer doldrums that will reignite this autumn. As economist David Marsh says in his book Europe's Deadlock, "History shows us how periods of unstable equilibrium can last a surprisingly long time." In the interim, Europe is certainly not driving global economic growth. As its fiscal squeeze continues, the social programs of its major economies and the EU regulatory environment seem unsustainable, even quaint. In a world plagued by malnutrition in the third world, worries about GMO's for example, seem precious and misplaced. The scandals and pageantry of its thirteen monarchies are perhaps more relevant to celebrity culture than to standards of behavior and governance. The rest of the world is waiting for the other shoe to drop. Gideon Rachman of the Financial Times has proposed a Doomsday scenario for the euro, central symbol of the dream of European unity:This (scenario) holds that the economic crisis has gravely damaged the euro. It has stripped the project of support and legitimacy and exposed the design flaws in the single currency. The biggest flaw remains the lack of a large central budget and a transfer union of the sort that makes other currencies, such as the dollar, work. Rachman speculates that the flawed euro could spell the beginning of the end of the European Union itself, to be played out in the May European elections:The E.U.'s own polls show the popularity of the Union plummeting in core countries such as France, Italy and Spain. Henri Guaino, a close adviser to Nicolas Sarkozy when he was president of France, recently gave an interview in which he speculated gloomily 'Monetary policy mistakes can destroy a society'. David Marsh would agree with him:The unpalatable truth, admitted behind the scenes by experts at the centre of the system, is that Europe's united money has not alleviated the European crisis: it has been one of its principal causes. How did major policy errors occur, and why didn't the founders foresee the consequences of monetary union without fiscal consolidation? The history and intricacies of the politics of the European Union is opaque to outsiders. In Luuk Van Middlaar's new book, The Passage to Europe, he describes what he found as a newcomer to the European Council ten years ago:The implicit codes, the double or triple meanings behind everything that was said or done, the institutional rivalries, the battles to secure a chair at a particular negotiating table, the leaks to the press, the playing with time and delays... The gamesmanship of the European Union today reminds me very strongly of China during the Ming dynasty in the 17th century. After the incredible accomplishments of the Song Dynasty, which created the world's largest economy, the Ming emperors led China into a magnificent slow decline. After moving the capitol from Nanjing to Peking, the Ming fell on their sword by attempting the sinification of periphery states, and legal unification through a complex and rigid bureaucracy that surely rivaled Brussels and Strasbourg. And yes they had a single currency, silver. The Ming created a triple bureaucracy. The Mandarins, who achieved their status through state examination, governed alongside the Eunuchs, who fought bitterly for the power and the favor of the Emperor. The Ming also had a think tank that influenced and directed public policy: the Hanlin Academy served as Grand Secretariat to the imperial bureaucracies. Naturally these three groups fought each other for influence. Rivalries were intense, and bloody. Over the course of Ming rule, the power of each ebbed and flowed, almost never to the benefit of China's citizens. The system was unsustainable, and then China was hit with natural disasters and a monetary crisis that many historians consider to be the immediate cause of the dynasty's collapse. The prosperity of the Ming Dynasty was based on huge inflows of silver. But geopolitical events, including diminishing silver exports from the Spanish empire to Europe, as well as the beginning of sakoku, Japan's period of isolation, cut off the flow of silver into China. Monsieur Guaino's fears for the E.U. have historical precedent. The long view of history that China provides also begs the question: are we simply too impatient? The European Union is brand new. Van Middlaar counsels forbearance. "A political body cannot emerge in a single moment: it takes time." His book is a tour de force of European political philosophy. An entire chapter is devoted to the Greek model, another to the Roman, all to illuminate the grand European experiment that he has witnessed first hand. As for the euro crisis:When a storm becomes too fierce and the wind blows your boat towards the open sea, it is better to have a good compass than an anchor, better to rely on your sense of direction than on rules. So the euro crisis, like the others before it, is forcing the circle of member states to politicize itself, to increase its capacity to act and take responsibility. The power of the European telos is such that it is revived by every crisis. In the confusion, the hope of redemption gives way to an even more fundamental desire: to face the future together. But this opening-up to new experiences demands the abandonment of any notion of returning to a particular port. Even if it survives, the euro seems on its way to being overshadowed by the internationalization of the Chinese currency. But dominance can be fleeting. Increasing tensions between Japan and China could shift the balance back to Europe again. Marsh says that we shouldn't count out Germany, the economic center of the E.U., quite yet.The tipping points of German history have often been generated by fatal misjudgments about Germany's capabilities and vulnerabilities, coinciding with yawning gaps between external perception and internal reality. A perfect symbol of the German's innate contradictions: whenever foreigners consider them strong, they are weak, and vice versa. So will Europe become, as Kishore Mahbubani has suggested, geopolitically irrelevant? The Ukrainian crisis reminds us that Europe matters. BAE report says Ukraine has faced attacks from sophisticated cyber espionage software

LONDON (AP) — Ukraine was repeatedly attacked by sophisticated cyberspies as tensions between pro-Russian and Western-leaning factions escalated in recent months, according to a report from U.K.-based defense contractor BAE Systems.

Ukrainian computer systems have been targeted by at least 22 attacks launched by "committed and well-funded professionals" since January 2013, BAE found. While BAE didn't identify the source of the attacks, a German company said the espionage software has "Russian roots."

The spies used "Snake" malware that allowed them to gain control of the computer systems of large organizations and steal information, according to the report from BAE's Applied Intelligence unit. Snake's design "suggests that attackers possess an arsenal of infiltration tools and bears all the hallmarks of a highly sophisticated cyber operation," BAE said.

While the report released last week by BAE Systems Applied Intelligence doesn't name Russia as the source of the attacks, it suggests they originated in the time zone where Moscow is located.

G Data Software, based in Bochum, Germany, went a step further, saying that a variant of the snake software known as Uroburos has "Russian roots." There are "strong indications" that the group behind Uroburos, the Greek word for an ancient symbol that shows a serpent eating its own tale, is the same one that attacked U.S. military bases in 2008 with malware known as Agent.BTZ, G Data said.

"Notable hints include the usage of the exact same encryption key then and now, as well as the presence of Russian language in both cases," according to the G Data report.

The BAE report, which is highly technical and designed to help system operators block attacks, comes at an uneasy moment in relations between Ukraine and Russia. Pro-Russian leader Viktor Yanukovich fled his country after months of anti-government protests by Ukrainians who favored closer ties with the European Union. In response, pro-Russian forces took control of Crimea and scheduled a referendum on joining Russia.

A majority of people in Crimea identify with Russia and Moscow's Black Sea Fleet is based in Sevastopol, making it a flashpoint for tensions.

While Ukraine was the most frequently targeted by Snake malware, it is not alone. BAE identified 56 attacks that took place since 2010. Thirty-two were directed at Ukraine and 11 at Lithuania, another former Soviet republic. The U.K. was subject to four attacks, with two each directed at the U.S., Georgia and Belgium.

"Whilst this view is likely to only be the tip of the iceberg, it does give us an initial insight into the profile of targets for the Snake Operations," BAE said.

Martin Sutherland, the managing director, of BAE Systems Applied Intelligence, said the threat described in the report raises the bar in terms of what potential targets and security officials need to do to keep ahead of cyberattackers.

"What this research once more demonstrates is how organized and well-funded adversaries are using highly sophisticated tools and techniques to target legitimate organizations on a massive scale," he said in a statement. "Although there has been some awareness of the Snake malware for some years, until now the full scale of its capabilities could not be revealed, and the threat it presents is clearly something that needs to be taken much more seriously."

Nick Clegg insists he will stay Lib Dem leader regardless of 2015 election result

Deputy PM makes position clear after suggestions he would stand down if Liberal Democrats do not return to government

Nick Clegg has been forced to clarify that he intends to remain as leader of the Liberal Democrats throughout the next parliament after suggestions that he would stand down if he failed to take the party back into government after the general election.

As Clegg told his party's spring conference that he wanted to return the Lib Dems to office as the "guardians of a modern, open and tolerant Britain", a spokesman said he planned to remain as leader regardless of the election result.

The spokesman said: "Nick Clegg intends to be the leader of the Liberal Democrats today, tomorrow, into the 2015 election and through the whole of the next parliament. He intends to be leader of the Liberal Democrats whether or not we're in government."

The clarification of Clegg's plans came after a suggestion that he would stand down if the Lib Dems failed to win enough seats to form another coalition, either with Labour or the Conservatives.

It is widely believed in Lib Dem circles that Clegg will fight hard to maintain the party base at next year's general election in the hope that he will once again hold the balance of power – but that if he fails, Clegg, who will be 48 at the time of the election in May next year, will pursue a new career.

The spokesman for the deputy prime minister initially appeared to confirm this thinking when he would only confirm Clegg would remain as leader if the Lib Dems formed another coalition. He said: "It is for the British people to decide if the Liberal Democrats are back in government again. But if the Liberal Democrats are back in government again then Nick Clegg intends to serve a full term."

The spokesman said that Clegg was focusing solely on returning the Lib Dems to government. He said: "Our entire focus is on delivering Liberal Democrat priorities in government and then getting Liberal Democrats back in government in 2015 as the only party capable of building a stronger economy and a fairer society. Nick Clegg is very much enjoying his role as both deputy prime minister and leader of the Liberal Democrats. He is only 47."

But the Clegg camp later clarified that he intended to remain as leader regardless of the result.

The deputy prime minister, who used his speech to speak of his love for Britain as he cast the Lib Dems as the only enthusiastic pro-EU party, said his party would act as a restraining influence on both Labour and the Tories in government. He said Labour could not be trusted on the economy because they were the party of "profligacy". The Tories, Clegg warned, wanted to embark on a "remorseless shrinking of our public services" and would force the working age poor to suffer "especially tough sacrifices" with £12bn of extra welfare cuts in the next parliament.

Clegg said: "When I tell you that we need to get back into government again – protecting Britain from one-party rule – this is why: we are the guardians of a modern, open and tolerant Britain … we are the only party who will not ask the British people to choose between a stronger economy and a fairer society."

The deputy prime minister warned of a dangerous lurch to the far right on continental Europe but made a point of distinguishing Ukip from the likes of the Front National in France and Golden Dawn in Greece. He said: "These are not far-flung places. This is our backyard. The forces of chauvinism, protectionism and xenophobia have been emboldened. And there is no doubt about it: the fight is now on for the future direction of our continent."

But Clegg made a point of exempting Ukip from this group. "We are lucky. Thankfully we do not have the same extremism here in the UK. But that's not to say the fight isn't on for the future of our country too. An ungenerous, backwards-looking politics has emerged in Britain."

The deputy prime minister said his enthusiastic support for the EU, which helps to guarantee millions of jobs, is explained by his love of Britain. Clegg, whose mother is Dutch, illustrated his love for Britain by reeling off a list of quirks including the way in which people nowhere near the sea listen to the shipping forecast and that people wear flip flops even when it is cold.

He said: "I love Britain. I love it for all its contradictions. I love that we are as modest as we are proud.

"I love that a country capable of extraordinary pomp and ceremony can still retain a spiky irreverence towards its establishment. A country where we line the streets waving our Union Jacks wildly to welcome the arrival of Prince George, and the next moment we're chuckling at Private Eye's front page: 'Woman Has Baby'."

Britain will bask in the highest temperatures of the year so far on Sunday, according to forecasters.

Temperatures will reach 18C (64.4F) in parts of England, making it "exceptionally mild" for the time of year and warmer than parts of Greece and Turkey, the Met Office said.

And after the wettest winter on record in England and Wales, the rain is also set to stay away in the coming days because of a band of high pressure across Britain.

Calum MacColl, a meteorologist at the Met Office, said: "Across much of England and Wales, it will be a really nice day with plenty of sunshine.

"In the area north of London and up towards Lincolnshire, we could see temperatures around 17C (62.6F) to 18C (64.4F), which would be the warmest day this year and exceptionally mild for the time of the year.

"There will be some heavy outbreaks around south Scotland, Northern Ireland and northern England tomorrow, which will push south and give a cloudier feel. But there's lots of dry weather to be had for the rest of the week."

On average, temperatures in mid-March are only around 12C (53.6F) but a yearly high of 16.9C (62.4F) was recorded at Heathrow airport on Friday. The mild weather is expected to continue into next week but temperatures will drop off slightly to 14C (57.2F) on Monday, said the Met Office.

Other traditional European holiday destinations are experiencing unusually cold weather, said MacColl. "Areas such as inland Greece will be struggling to get into double figures today while coastal parts around the Black Sea will only reach temperatures that are in the late teens," he added.

Those looking to enjoy the sunshine have been warned to stay away from one tourist hotspot in East Sussex. The cliff edge at Birling Gap has undergone a series of collapses after recent bad weather, and tourists hoping to catch a glimpse of further erosion have been told to exercise caution after two people had to be rescued when they were cut off by the incoming tide earlier in the week.

Some British supermarkets have put strawberries on their shelves early. A spokesman for Waitrose said: "While the wet weather has caused havoc for many, milder temperatures have resulted in an earlier harvest than usual, with English strawberries available a week earlier than 2013."
