And our long-standing belief is that the sole method whereby these differences can be overcome is through political dialogue.From the first moment, we sought, a united European Union, to play a similar role, promoting the idea of a group of countries, including those countries of the European Union which for historical reasons have an influence over the region, to undertake this mediating role. Initiatives by other countries such as Uruguay and Mexico are focused along the same lines. Moreover, Pope Francis’ recent intervention was in the same vein.We consider it a key issue for the EU to, first of all, hold a unified position; secondly, for us not to drag ourselves behind the initiatives of other great Powers; thirdly, for complete respect of Democracy to exist; for the involvement of the army not to be permitted to be a factor which will shape developments, as certain sides of the opposition powers seem to be requesting.I conveyed these positions, also expressing my support for her efforts to date, to the High Representative of the European Union, Federica Mogherini. We shall also endeavour for the same positions to prevail on Thursday and Friday at the informal Council of EU Ministers of Foreign Affairs, precisely because we wish for the EU to be a leading proponent for peace, and for it not to be a factor that will worsen or fail to solve problems, as we have unfortunately seen occurring numerous times in other countries around the world.We do not want Venezuela to become yet another Libya in South America. We want it to enjoy democracy and prosperity, and for its people to be united and indeed able to exercise their democratic rights within a republic that is exclusively for their own benefit.

EU with New Rules on International Marriages

The EU Regulations clarifying the rules applicable to property regimes for international married couples or registered partnerships apply as of today. The regulations establish clear rules in cases of divorce or death and bring an end to parallel and possibly conflicting proceedings in various Member States, for instance on property or bank accounts. In short, it will bring more legal clarity for international couples. First Vice-President TIMMERMANS said: _"The entry into application of these regulations is good news for the growing number of international couples in Europe. This is about giving certainty to thousands of European couples about what happens to their property if they divorce or one of them dies. I am confident that these regulations will help many European couples manage such difficult times.”_ Vera JOUROVÁ, EU Justice Commissioner said: “_These new rules will make it easier and cheaper to divide joint assets and provide some relief to people in difficult circumstances. __More than 16 million international couples will benefit from clear procedures in case of divorce or death of a partner. They will be able to save around €350 million each year in legal costs._ _I encourage the remaining Member States to join the enhanced cooperation for the sake of all international couples across the EU_.” As it was not possible to reach unanimity among all Member States, the rules will apply in 18 Member States: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Finland, France, Germany, Greece, Italy, Luxembourg, Malta, the Netherlands, Portugal, Slovenia, Spain and Sweden. The new regulations will: * clarify which national court is competent to help couples manage their property or distribute it between them in case of divorce, separation or death; * clarify which national law prevails in case the rules of several countries could potentially apply; *          facilitate the recognition and enforcement of a judgment given in one Member State on property matters in another Member State. The 18 Member States that joined the enhanced cooperation make up 70% of the EU population and represent the majority of international couples who live in the European Union. Those Member States adopted the Regulations in June 2016 under enhanced cooperation. The remaining Member States can join both Regulations any time. The non-participating Member States will continue applying their national law (including their rules on private international law) to cross-border situations relating to matrimonial property regimes and the property consequences of registered partnerships.   BACKGROUND Enhanced cooperation allows a group of at least nine Member States to adopt measures if all 28 Member States fail to reach agreement. Other EU countries keep the right to join the enhanced cooperation when they want (Article 331 TFEU). On 16 March 2011, the Commission adopted two proposals for regulations dealing with the property regimes of international couples: one for married couples and the other for registered partnerships. These were intended to complement the framework of EU instruments for judicial cooperation in the area of family law. The proposals had to be adopted by unanimity in the Council. In December 2015, the Council concluded that it was not possible to reach unanimity among the 28 Member States. 17 Member States requested the Commission for enhanced cooperation between them in the area of the property regimes of international couples, including both marriages and registered partnerships. Cyprus joined the enhanced cooperation at a later stage. In March 2016, the Commission tabled again the two proposals taking on board the political agreement reached in Council. On 24 June 2016 the Council adopted both Regulations.

Deputy Minister of Foreign Affairs Markos Bolaris received the President of the Union of Himariotes of Greece, Spyros Koutoulas and the President of “Omonoia”, the Democratic Union of the Greek Minority of Himara, Dionysios - Fredi Beleri. The two Presidents referred to problems of discrimination against the rights of the Greek Ethnic Minority, as well as issues related to the protection of the property of Greeks in Albania. The Deputy Minister stressed the Five Key Priorities, in view of the conditionalities laid down by the E.U. General Affairs Council (decision 26/6/2018) which include, as major priorities, the implementation of the Framework Law on the protection of human rights and anti-discrimination policies and the effective protection of the property rights of Greek Nationals in Himara; such priorities are to be implemented by our neighbouring country, an adaptation that is expected to create a new momentum. Talks extended to issues pertaining to the Minister’s portfolio, namely culture, sports, education and the Church, and to the organisation of cultural and fine arts events that promote the bilateral cooperation between Greece and Albania, both on a central level as well as in the areas where the Greek Minority lives. The Deputy Minister concluded by saying that “the Greek Minority in Albania, which represents a historical and cultural presence of thousands of years is, and as such we must approach it, a bridge of friendship and cooperation between the two countries. Issues of soft policy strengthen and promote this cooperation.”
