The immigration speech David Cameron should be giving

Putting prosperity and growth before arbitrary migration targets – here’s the speech I’d write for the prime minister tomorrow“When we came to power, I said that Britain was open for business. I also said that we would return net migration to the level of the early 1990s, when it averaged about 50,000 a year. We thought we could square this circle. We were wrong. But it is worth asking why. Most commentators have focused on the relative economic performance of the UK and the eurozone over the past two years in particular.High youth unemployment in countries such as Spain and Greece, combined with the UK’s flexible labour market – which excels in creating jobs for motivated workers – has indeed led to a significant increase in migration, from the countries of southern Europe in particular. But the importance of this factor should not be exaggerated. In fact, net migration from “old Europe” – the 15 states that were members in 2004 – is only about 25,000 a year above its long-run average. And migration from the new member states, although still high, is well down on its peak of the mid-2000s. Continue reading...

Greek Foreign Minister Venizelos to Visit Turkey This Weekend

Greek Foreign Minister Evangelos Venizelos has scheduled a two-day visit to Turkey this coming weekend, on November 29 and 30, where he will hold talks with his Turkish counterpart Melvut Cavusoglu, a week before the third Greek – Turkish High Level Cooperation Council that will be held in Athens on December 5 and 6. During his visit to the neighboring country, the Minister and Vice President of the Greek coalition government is also expected to meet with Turkey’s newly elected President and Former Prime Minister, Recep Tayyip Erdogan, but not with current Prime Minister Ahmet Davutoglu. Venizelos’ visit to Turkey comes in a period when tension between the two countries has risen due to the energy reserves discovered in the Eastern Mediterranean region. Since mid-October, Turkish seismic vessel “Barbaros” is conducting hydrocarbons research in Cyprus’ Exclusive Economic Zone (EEZ), a move that lead Nicosia to withdraw from the United Nations-backed negotiations with the Turkish-Cypriot community over the Cyprus problem. According to Venizelos’ visit schedule, he will attend the Thronal Feast of St. Andrew the Apostle at the Ecumenical Patriarchate in Istanbul on Sunday, a ceremony which is expected to be attended by Pope Francis, who will also be visiting Turkey. Today, the Greek Foreign Minister had a phone conversation with the President of the Republic of Cyprus, Nicos Anastasiades, ahead of the latter’s heart surgery in New York on December 4. Furthermore, before his visit to Turkey, Venizelos will meet with main opposition SYRIZA leader Alexis Tsipras on Friday at 1:00 pm and is expected to brief him on foreign policy issues.

Alternate FinMin Staikouras: Greek Govt Achieves the Fiscal Targets it Sets

Fiscal targets set by the Greek government were achieved for the third consecutive year with an additional significant primary surplus for the third time, while the country entered a period of positive economic growth, said today Alternate Finance Minister Christos Staikouras during a debate in a Parliament committee on the 2015 budget. Staikouras underlined that the country presents positive growth rates for the first time after six years of recession, while GDP growth rate, consumption and employment are expected to rise further in 2015. “These results were achieved with a high social and economic cost, paid basically by households and enterprises, and we have to ensure that these sacrifices will not go wasted and that this positive development will become sustainable,” the Minister said. Taking into account the international climate and the “tough and complex” negotiations with the country’s creditors, Staikouras noted that “we have to approach the country’s basic political issues, and of course the 2015 budget issue, with realism, a spirit of unity and national cohesion, away from dangerous acrobatisms.” Continuing, Staikouras said that the government has proven that it achieves the targets it sets, highlighting that “based on current data, an estimate for a 2.9% growth rate was realistic, although not conservative,” as the Greek economy is expected to grow by this percentage next year, mostly based on the recovery of private consumption, investments and exports. At the same time, according to government data, the unemployment rate is expected to drop by 1.9% and employment is expected to increase by 2.6%. Finally, inflation is projected to remain the lowest among the 27 European Union members.

UN Special Adviser on Cyprus: Both Sides Should Return to Negotiations

United Nations Special Adviser on Cyprus Espen Barth Eide said that, currently, the “Plan A” for the solution to the Cyprus problem is to have the Greek-Cypriot and the Turkish-Cypriot sides back to the negotiating table in order to have a positive outcome as soon as possible. Exiting a meeting with Turkish-Cypriot leader Dervis Eroglu in the occupied part of the island, Eide repeated that he understands and respects that his proposal for a twin track process to discuss hydrocarbons parallel to the talks has not been welcomed by either side, adding that he had been listening to both sides’ views on how the negotiations can restart. “I don’t know when the negotiations will resume but when the talks do resume, we must move fast,” the Norwegian official underlined. Sending a message to both sides, Eide said that it is time to make some decisions, as the Cyprus problem and the uncertainty as a result of it had been going for way too long and they need to make an effort to return to negotiations. “The UN has no enforcement mechanisms to draw anyone to a meeting,” he said, according to Cyprus News Agency, while asked whether there is a chance of resuming the talks before the Turkish-Cypriot elections, scheduled for April 2015, he appeared optimistic, but not certain. On his behalf, Eroglu said that his meeting with the UN representative was fruitful, adding that his side is ready to resume the negotiations. “Since it was the Greek-Cypriots who left the negotiating table, we believe there will be a great benefit for Mr. Anastasiades to return to the table without any preconditions. As I informed Mr. Eide, my team and I are still sitting at the negotiating table. The important thing is for Mr. Anastasiades to regain his health and return to the table,” he underlined, referring to the Cypriot President’s upcoming heart surgery, which will be performed in New York in December. In addition, Eroglu wished him a speedy recovery. Eide will be in Cyprus until tomorrow, while he already held meetings with both sides’ representatives, as well as Chrysostomos II, Archbishop of Nova Justiniana and All Cyprus.

First Water Airport to Operate in Corfu

The approval for the creation of the first water airport in Greece was signed today by Environment, Energy and Climate Change Minister Giannis Maniatis, after the examination of the environmental conditions was completed. The country’s first water airport will operate in the island of Corfu, one of Greece’s top tourist destinations. Ahead of the signed decision for the construction and operation of the first water airport, Maniatis held a meeting with Deputy Culture Minister Angela Gerekou, Corfu Port Authority President Spiros Andros, Canadian Ambassador Robert Peck and “Hellenic Seaplanes.” The amendment of the decision approval regarding the environmental terms of Corfu’s port works includes the creation of a water airport in the southwest part of the port that has buildings and a floating pier with a maximum frequency of 10 seaplane flights per day, a nearby desalination unit, while it requires remodeling the junction at the port’s eastern entrance. The project operator is the Port Authority of Corfu. “With this approval, we are giving the green light to create water airports across the country, having now configured all the required processes. The support of the investment initiative and the formation of another development landscape in the country will substantially contribute to the upgrading of the tourist product and the creation of new jobs,” Maniatis underlined after the meeting, confirming the government’s political will to support new activities that will benefit the local communities.

ECB's Draghi Warns Countries To Reform As Clouds Gather Over Euro Zone

By Jussi Rosendahl and Sarah WhiteHELSINKI/ MADRID (Reuters) - Failure to reform and shield weaker members threatens to divide the euro zone, the head of the European Central Bank warned on Thursday, amid fresh signs the currency bloc's economy is losing speed.Delivering a blunt message to political leaders, Mario Draghi urged the 18 countries that share the single currency to consider ways to support struggling members, warning of the perils should fears that some might quit the euro be revived."Lack of structural reforms raises the specter of permanent economic divergence between members," Draghi told an audience at the University of Helsinki, choosing unusually frank language."And insofar as this threatens the essential cohesion of the Union, this has potentially damaging consequences for all."Draghi's remarks were not limited to reforms in individual countries but also encouraged a rethink of a basic principle underlying the fractious currency alliance -- that strong countries are not obliged to help weak ones. His comments came as the economic clouds over the region darkened. Lending in the euro zone shrivelled further in October while price inflation, a key yardstick of economic health, is very low.Annual price inflation in Germany, the euro zone's biggest economy by far, slowed to 0.5 percent in November, its lowest in nearly five years. Spanish consumer prices also dropped for the fifth month running.LIP SERVICEYet enforcing order across the politically divided region in areas such as government spending has proven difficult. On Friday, the European Commission will tell France and Italy -- the bloc's second and third-largest economies -- and smaller Belgium that their 2015 budgets risk breaking EU rules.Nowhere is the contrast between north and south more visible than with France, which has put off reforms, and Germany, committed to not spending more than it earns."The biggest danger we see right now is a period of window-dressing where lip service is paid to grand projects and reforms, but no real steps are taken," leading French and German economists said on Thursday as they proposed a package of reforms and investment.Draghi's message comes less than a week after he pledged to take further steps if needed to shore up the flagging euro zone economy and weeks ahead of a meeting of European leaders in Brussels to consider measures to bolster growth in the region.Draghi would like them to break with the tradition of protecting national interests first and foremost, by forming a united front that would support the bloc's economic weaklings.Unlike the United States, the euro zone does not have a system of 'fiscal transfers' by which richer members such as Germany can aid poorer states such as Greece."Countries need to invest more in other mechanisms to share the cost of shocks," Draghi said."Some form of cross-country risk-sharing is essential to help reduce adjustment costs for those countries and prevent recessions from leaving deep and permanent scars."Draghi even broached the sensitive issue of creating what he called "some form of backstop for sovereign debt", a possible reference to joint guarantees for new debt.Such ideas are strongly opposed by Germany, the euro zone's biggest and strongest member, whose politicians fear it could be left on the hook for reckless borrowing by other countries.Earlier, the ECB warned in a report of the risks that investors were taking in the hunt for return. It cited 'froth' in property prices, although Draghi said such bubbles would not stop the ECB from loosening its purse strings if required.(Writing by John O'Donnell; Additional reporting by Jonathan Gould in Frankfurt and Paul Taylor in Paris; Editing by Catherine Evans)Join the conversation about this story »

Antikythera Mechanism More Ancient Than Believed

The Antikythera mechanism, the ancient clock like device that tracked the cycles of the solar system, is more ancient than it has been estimated so far, according to a new study. The mechanism, also called the world’s oldest computer by certain scientists, was discovered inside an ancient shipwreck by Greek sponge divers in 1900-1901. After numerous studies, it was estimated to have been constructed between 150 B.C. and 100 B.C. A new study places it at 205 B.C., seven years after the death of Archimedes. The Antikythera shipwreck in Greece is believed to have happened between 85 B.C. and 60 B.C. History of science professor Christian Carman and physics professor James Evans placed it at 205 B.C. after studying the mechanism and Babylonian records of eclipses. According to the two researchers, ancient Greeks were able to predict eclipses and construct a complex machine earlier than believed. The eclipse predictions were not based on trigonometry but on Babylonian arithmetical systems that were borrowed by the Greeks. “Evans and Carman arrived at the 205 B.C. date using a method of elimination that they devised. Beginning with the hundreds of ways that the Antikythera’s eclipse patterns could fit Babylonian records (as reconstructed by John Steele, Brown University) the team used their system to eliminate dates successively, until they had a single possibility,” according to a news story published on the Puget Sound University website where Evans teaches. The researchers used lunar and solar anomalies and other astronomical phenomena in their calculations. They also used a story told by Cicero, that a similar device was carried back to Rome by general Marcellus after the pillage of Syracuse and the death of Archimedes in 212 B.C. If indeed the Antikythera mechanism used an eclipse predictor that worked for a cycle starting at 205 B.C., then its origin is most likely close to the lifetime of Archimedes.

The Cyprus problem: Intractable—or insoluble?

EUROPEAN UNION countries loudly criticise Russia for creating frozen conflicts in Georgia, Moldova and, now, Ukraine. Yet they are quieter about their own case of Cyprus, an EU member with an unrecognised Turkish-Cypriot north. This frozen conflict is older: over 50 years have passed since clashes broke out between Turkish- and Greek-Cypriots, 40 since Turkey invaded and grabbed northern Cyprus and ten since the Annan plan for unification that Turkish-Cypriots accepted but Greek-Cypriots rejected.Bitter experience recommends scepticism about talks on Cyprus. Even so, a sixth round is under way. In February the two sides agreed to work for a bizonal, bicommunal federation “with political equality”. A new UN envoy, Espen Barth Eide, a former Norwegian foreign minister, arrived in September. The (Greek-Cypriot) president, Nicos Anastasiades, who backed the Annan plan, is eager for a deal. He knows well the cost of not having one: from the garden of his presidential palace in Nicosia (“Europe’s last divided city”) he can see the Turkish-Cypriot flag emblazoned on the Pentadaktylos mountains. Two newer developments ought to spur the negotiators on. One...
