Court of Audit Stops Grant for Refurbishing Panathinaikos Stadium

On Monday, Greece’s Court of Audit stopped a grant approved by the Attica region authority, under former regional Governor Giannis Sgouros, finding the 7-million-euro grant for refurbishing the Panathinaikos FC stadium on Alexandras Avenue in downtown Athens to be illegal. After examining the agreement, the Greek court found it was contrary to the public interest and also violated the principle of cost-efficiency, given that the new Panathinaikos stadium in the Votanikos district is due to be built within five years. Panathinaikos claims ownership of the stadium and accuses the city and Athens mayor of applying pressure to the club to let go of the stadium for a new one, in an area several kilometers away, which the club is in no position to finance. Newly elected Governor Rena Dourou has expressed some vague concerns about the plan, but now, after the court decision, will be called to offer a definitive solution to an issue concerning millions of Athenian fans.

Davutoglu Visits Occupied Cyprus Ahead of Talks

Turkish Prime Minister Ahmet Davutoglu visited the northern, occupied sector of Cyprus on Tuesday, ahead of a dinner between the Greek-Cypriot and Turkish-Cypriot leaders in the evening, and on the eve of the launch of talks under the UN’s new Special Envoy Espen Barth Eide. Before leaving from Ankara on Tuesday, Davutoglu gave a press conference and said his visit to the north had a “high symbolic importance.” He also expressed his support to the independence of the “Turkish Republic of Northern Cyprus (TRNC).” As it was his first visit to the north as Turkey’s Prime Minister, Davutoglu said he would be informed on the peace talks by Turkish-Cypriot leader Dervis Eroglu. “Because of the importance the Cyprus problem has in the EU process for both sectors of Cyprus and for the Eastern Mediterranean, including the relations between Turkey and Greece, and for the UN, which is dealing with the big crises in the world, we will make a strong call for the solution of the Cyprus problem,” he said. He claimed that in 2004, the Cyprus problem was closer to a solution that ever “with the extremely positive stance of Turkey and the TRNC”. However, he noted that because of the “no” to the UN plans by the Greek side, the crisis is still ongoing.

Borussia Dortmund v Arsenal: Champions League live!

Champions League updates from the Group D encounterLiverpool v Ludogorets: follow live with our minute-by-minute reportLive scoreboard: keep up with all of the nights goals and gamesYou can email jacob.steinberg@theguardian.com or tweet @JacobSteinberg 8.01pm BST 16 min: After a neat lay-off from the influential Aubameyang, Ciro Immobile has a pop from 20 yards with his left foot. It goes wide. 8.00pm BST 14 min: Sokratis wastes a fine chance for Dortmund. They took the corner short and the resulting cross from the right came to the Greek defender. But after a sharp piece of chest - or stomach - control, he snatched at his shot under pressure and turned it wide from eight yards. A let-off for Arsenal. 7.59pm BST 13 min: An innocuous ball down the inside-right channel somehow bounces all the way through to Grosskreutz. His cross is turned behind by the covering Koscielny. 7.58pm BST 12 min: It feels like Dortmund have managed to pack 90 minutes worth of running into the opening 10 minutes. The pace has just slowed down a little now. Arsenal wont be too displeased with that. 7.56pm BST 10 min: A loose pass from Mertesacker reaches Grosskreutz, who charges into the area from the left, only to be halted by Mertesacker. He settles for a corner, which is a total nonsense from Mkhitaryan. Hes not quite done it for Dortmund yet, has he? Maybe this is to be his night. 7.55pm BST 9 min: Mesut Ozil is on the right of Arsenals attack at the moment, with Sanchez on the left, which means that Bellerin is being protected by Ozil. 7.54pm BST 8 min: A lull. A lovely lull, a chance for everyone to catch their breath and for Arsenal to try and take the sting out of this start from Dortmund. 7.53pm BST 7 min: Arsenal mount their first serious attack. Welbeck clatters into the area and seems to have won a corner off Sokratis. But the referee awards a goal-kick. Presumably because he hates Arsenal. 7.52pm BST 5 min: Dortmund scream for a penalty as Mkhitaryan tumbles over Artetas leg in the area but instead the Portuguese referee books the midfielder for diving! It came from another lightning break down the right flank. Aubameyang found Mkhitaryan, who deftly tried to duck inside, past Arteta. He went down and the whistle sounded - but for a dive! It looked like the correct decision. 7.50pm BST 4 min: This is breathless. Dortmund pour forward down the right again. Arsenal are overloaded down that side. Gibbs could do with some help. Hes not getting any. Immobile breaks clear and spots Aubameyang in the middle. The cross isnt good enough but still reaches the Dortmund forward, who cant quite turn and get his shot away. 7.49pm BST 3 min: Immobile tries to lob a pass through to Aubameyang. Theres an appeal for handball. Nothing doing. Arsenal need to stay calm. Arsenal fan here, says Rohit Kapur. Its not even deja-vu anymore. For it to be deja-vu, it has to remind me of something in the past; this, however, is a permanent state that Arsenal seems to be living in for the last decade or so. Wenger seems be flexing the purse strings more these days, but why he refuses to patch the giant, gaping holes in the squad is just plain astounding. Flamini is a liability, as is Arteta in important games. Weve got five defenders in total, which in our injury-plagued squad is a guarantee of disaster. And no disrespect to Welbeck or Giroud, but even at full strength, they arent a very fear-inducing pairing. I hope they prove me wrong, but Im a wee bit too jaded these days. 7.48pm BST 2 min: In comes the corner from the right. Its a dangerous delivery from Mkhitaryan and Wilshere awkwardly knees the ball over his own bar. Schmelzer takes the second corner. Its headed away but Dortmund continue to press. Eventually Arsenal quell the storm. Dortmund have started at a furious pelt, as is their way. 7.47pm BST Off we go! Arsenal, kicking from right to left and wearing a navy number with a touch of light blue here and there, get the ball rolling and the Dortmund fans whistle. Immediately its launched long towards Welbeck. How very Allardyce. Nothing comes from it and Dortmund attack down the right. Aubameyang flashes in a cross which is cleared, but Mkhitaryans subsequent shot is deflected wide for a corner. 7.44pm BST The 74 officials are wearing grey shirts with white shorts and socks. Im not sure how I feel about this. It feels wrong. 7.42pm BST Here come the players, walking out into a Yellow Wall of noise. Both sides are needlessly wearing tracksuit tops. Theyll be taking them off in a minute. What a waste of time. They banned snoods but they cant do anything about this? 7.40pm BST Graeme Souness likes Jurgen Klopp because he doesnt talk about philosophy this, philosophy that or about false nines. He finds him a breath of fresh air. He likes the no-nonsense, heavy metal approach. 7.37pm BST Arsenal fans. Are you happy with your clubs business this summer? Not bothered by not signing a defender or a midfielder? Happy with Danny Welbeck as the new Thierry Henry? Or are you experiencing a sense of deja vu? 7.07pm BST Wenger says that he knew that Chambers would only be fit enough for the bench at 2pm this afternoon and adds that Bellerin is defensively reliable. He also doesnt think that Dortmund will target him. Hes 19 years old, he says. If you dont start at 19, you never start. 7.05pm BST Paul Merson is growing a beard. How grown up. 6.59pm BST My colleague from the Independent, Jack Pitt-Brooke, is yet to work out how to spend his spare time properly and has therefore watched a lot of Arsenals Under-21s. Therefore he has seen Hector Bellerin play. Below he gives his prediction on how the Spaniard is going to fare tonight.Seen Hector Bellerin a fair bit at U21 level - he's v quick (was a winger before they moved him back) and tough. No idea how he'll do tho. 6.55pm BST Borussia Dortmund: Weidenfeller; Durm, Sokratis, Subotic, Schmelzer; Bender, Kehl; Aubameyang, Mkhitaryan, Grosskreutz; Immobile. Subs: Langerak, Bandowski, Ginter, Jojic, Amini, Kagawa, Ramos.Arsenal: Szczesny; Bellerin, Koscielny, Mertesacker, Gibbs; Arteta, Wilshere; Sanchez, Ramsey, Ozil; Welbeck. Subs: Ospina, Chambers, Rosicky, Oxlade-Chamberlain, Cazorla, Campbell, Podolski. 6.45pm BST I suppose youve forgotten just how good former Arsenal midfielder Denilson was. For shame. 6.30pm BST So, what to make of Arsenal? Well, theyve shown their grit by coming through a difficult qualifier against Besiktas. The last-minute winner against Crystal Palace on the opening day of the season also suggested that steel is running through this side. So did the fightback from 2-0 down against Everton and from a goal down against Manchester City. Maybe weve got a new Arsenal on our hands, an Arsenal that wont lie down and crumble at the first sign of trouble, an Arsenal with resilience and heart, an Arsenal that can handle the pressure of playing big matches, an Arsenal that has grown from past failures. Jack Wilshere is finding his form and theyve splashed the cash on Alexis Sanchez, a player who can be placed in the top bracket, and spent £16m on Danny Welbeck, Englands new hero.On the other hand, it could be said that they were fortunate to escape unscathed against Besiktas. That they werent especially convincing against managerless Palace. That the only reason they had to come from behind against Everton was because they messed up the first half. That they couldnt hold on against City. That Welbecks chip against the champions shows why Manchester United were willing to sell him to direct rivals. And that Arsene Wengers decision to sign neither a commanding midfielder nor another centre-back proves that not every lesson from the past has been taken on board. Nothing like a good healthy debate about everyones favourite activity, football! Continue reading...

Justice Minister: Who is Threatening You Ms Lagarde?

Greek Justice Minister Charalambos Athanasiou has sent an official request for additional information from Christine Lagarde regarding the nature of the death threats she claimed to have received in her recent interview with the Financial Times. In a wide-ranging interview, the International Monetary Fund (IMF) chief is said to have ‘muttered’ “I better not say too much because, you know, when I have talked about Greece and its taxes before, I got death threats and we had to increase security… But is the shipping industry really paying its taxes? Are others? I don’t think so.” The list of over 2,000 names of potential Greek tax evaders was passed on to the Greek authorities in 2010 by Lagarde, while she was the French Finance Minister. The article, although refers to this comment as an “off-hand remark,” has undoubtedly sent shockwaves to Greece where the issue of the so-called Lagarde List is still pending. The Minister’s move to ask for more information regarding the nature of the alleged death threats could lead the way for launching an investigation by Greek officials.

Three Bids for Mobile Phone Frequencies Sale

Greece has received three bids for the sale of mobile phone frequencies aiming to the developement of the Greek telecom services. Greece’s major telecom operators OTE, Vodafone and Wind Hellas have submitted their offers to buy mobile radio frequency rights within the 800 MHz and 2,600 MHz bands, The deadline for offers expired on Monday. It is estimated that OTE’s mobile unit, Cosmote, owns about 40% of the Greek mobile phone market, while Vodafone and Wind hold about 30% each. According to a tender document, the minimum price for the radio frequencies has been set at 380 million euros. During the last six years, the Greek 3 billion euro mobile phone market has been severely damaged due to intense competition among operators and falling usage amid the recession. The auction is part of Greece’s 22 billion euro ($28 billion) privatization program agreed between the Greek government and the Troika, in return for a 240-billion-euro bailout.

Special Diving Gear To Explore Antikythera Underwater Archaeological Site

The Antikythera Mechanish is known for being the world’s oldest computer device. It was used by ancient Greeks to track the solar system’s cycles. The device was discovered by sponge divers near a shipwreck just off the coast of the Greek island Antikythera in 1900. It is a highly complex mechanism consisting of 40 bronze cogs and gears. It took almost 1,500 years in order to construct a device of such sophistication in Europe. Antikythera is a small Greek island in the Aegean Sea with just 44 residents. However, it used to be popular in ancient times and was the base of Cilician pirates, who captured young Julius Caesar and kept him on the island for ransom. After he was released, he captured and crucified all of them. Now, more than 100 years after the amazing discovery of the Antikythera Mechanism, archaeologists have decided to return to the site. They believe there many more ancient treasures to be discovered in the area, since Antikythera used to be on one of the busiest trade routes during ancient times. Until now, archaeologists have only been able to search up to 60 meters in depth. With the use of a special diving suit, however, they will be able to dive in deeper and safely explore the area. They will also be using robot mapping equipment and closed-circuit rebreathers so they can stay underwater for longer periods of time.

Another Russian Tourist Agency Facing Problems

There seems to be no end to the downhill spiral of the Russian travel market. The mounting problems the sector has been facing have resurfaced after the Ukrainian crisis and as a result, businesses shut down every day. The domino effect brought the closing of the sixth Russian travel agency this summer, Versa, based in St. Petersburg. An agency that has been very active in Greece. The travel agency officially announced on its website that it would be terminating the operation of outbound tourism services. In the announcement, the agency administration stated that the business will attempt to maintain its incoming tourism services. This is the sixth Russian tour operator organizing trips and packages to Greece that is facing serious financial problems this summer, following the bankruptcies of Neva, Labirint, Intaer, Solvex and Southern Cross. Versa was considered St. Petersburg’s strongest travel agency in regards to incoming tourism in 2013 and was ranked first based on profitability. According to preliminary estimates of market executives, it appears that there are around 2,000 Russian Versa customers currently vacationing in Greece.

Quotes from voters in this week's AP global football 10

by  Associated Press Quotes from AP global football 10 voters by The Associated Press, Associated Press - 16 September 2014 10:36-04:00 Sam Tighe, Bleacher Report, England "Aston Villa made it 10 points from 12, and picked up their third clean sheet of the season already, defeating Liverpool 1-0 at Anfield." Paolo Condo, Gazzetta dello Sport, Italy "I enjoyed the Madrid derby very much - I was at the Bernabeu - and I can say that the impact over the match from Arda Turan was enormous before his beautiful goal." Soren-Mikael Hansen, Politiken, Denmark "You'll have to be nothing but impressed by the performance from Diego Costa (of Chelsea). He limped out of the Champions League final, had a poor World Cup, and nevertheless rises to the occasion from the first blow of the whistle in the world's toughest league." Aurelio Capaldi, RAI Sport, Italy "Diego Costa netted a brilliant hat trick in a come back win over Swansea City, and is proving to be the right man for the Blues." Tom Timmermann, St. Louis Post-Dispatch, United States "Neymar and Messi should almost be a joint entry. There will be a lot of Barcelona goals this season that both of them will figure prominently in." Marco Monteverde, News Corp Australia "For a team that got decimated in the offseason, Atletico Madrid have shown that they are not about to fall over in defending their La Liga title." Cedric Rouquette, Eurosport, France "This is what Manchester United in 2015 is supposed to be: A wonderful attacking team, with plenty of stars, some creativity, all driven by a strong feeling of revenge on the past year." Tito Puccetti, ESPN, Argentina "Diego Costa is an insatiable striker, with 14 shots on goal in the Premier League, and seven goals." Leonardo Bertozzi, ESPN, Brazil "Mauro Icardi needs to be made for the news on the field, not by controversy off it. Against Sassuolo, he succeeded. Three goals to help Inter rout Sassuolo 7-0." Chris Tait, The Herald, Scotland "Diego Costa often looks as though he has had a tough paper round ... but he has eased to the top of the scoring charts in England already." Mike McGrath, The Sun, England "Atletico Madrid's performance in beating the European champions was the stand-out display for me, but Diego Costa's hat trick, when most thought he would miss the game through injury, was the best individual showing." Manos Staramopoulos, Dimokratia, Greece "The most significant victory was achieved by Atletico Madrid in Spain, where they prevailed 2-1 against European champions Real Madrid in a great game."
