By Renee Maltezou and Jan Strupczewski BRUSSELS, Feb 16 (Reuters) - Talks between Greece and euro zone finance ministers over the country's debt broke down on Monday when Athens rejected a proposal to request a six-month extension of its international bailout and stick to the conditions. The unexpectedly rapid collapse raised doubts about Greece's future in the single currency area after a new leftist-led government vowed to scrap the 240 billion euro bailout, reverse austerity policies and end cooperation with EU/IMF inspectors. Dutch Finance Minister Jeroen Dijsselbloem, who chaired the meeting, said Athens had until Friday to request an extension, otherwise the bailout would expire at the end of the month. How long Greece can keep itself afloat without international support is uncertain. The European Central Bank will decide on Wednesday whether to maintain emergency lending to Greek banks that are bleeding deposits at an estimated 2 billion euros a week. "The general feeling in the Eurogroup is still that the best way forward would be for the Greek authorities to seek an extension of the program," Dijsselbloem told a news conference. A Greek official said Finance Minister Yanis Varoufakis had rebuffed a draft statement put to him at the meeting. "Some people's insistence on the Greek government implementing the bailout is unreasonable and cannot be accepted," the official said. "Those who keep returning to this issue are wasting their time. Under such circumstances, there cannot be a deal today." The talks, which had been expected to last late into the night, collapsed in less than four hours. Both sides showed signs of fraying patience, with several ministers complaining of disappoinment and fearing disaster. Dijsselbloem spoke of a need to rebuild trust and Greek officials grumbled that Varoufakis was presented with an unacceptable text as soon as he walked into the room. Dijsselbloem pleaded with the Greeks to buy themselves time to discuss the way forward calmly by requesting an extension. But he also said: "Would a new program look very different? I don't think so. The rules and regulations talk about strict conditionalities. It would still be about fiscal sustainability." Germany, the euro zone's main paymaster and Greece's biggest creditor, stuck to its hard line. German Finance Minister Wolfgang Schaeuble said before the talks that Greece had lived beyond its means for a long time and there was no appetite in Europe for giving it any more money without guarantees it was getting its finances in order. As the meeting in Brusssels broke up, a senior Greek banker said Greece's stance boded ill for the markets and the banks. "It is a very negative development for the economy and the banks. The outflows will continue. We are losing 400-500 million every day and that means about 2 billion every week. We will have pressure on stocks and bond yields tomorrow." Varoufakis earlier spelled out in a combative New York Times article Greece's refusal to be treated as a "debt colony" subjected to "the greatest austerity for the most depressed economy." "The lines that we have presented as red will not be crossed," he said. MONEY FLEEING An opinion poll showed 68 percent of Greeks want a "fair" compromise with euro zone partners while 30 percent said the government should stand tough even if it means reverting to the drachma currency. The poll found 81 percent want to stay in the euro. Deposit outflows in Greece have picked up. JP Morgan bank said that at the current pace Greek banks had only 14 weeks before they run out of collateral to obtain funds from the central bank. The ECB has allowed the Greek central bank to provide emergency lending to the banks, but a failure of the debt talks could mean the imposition of capital controls. Euro zone member Cyprus was forced to close its banks for two weeks and introduce capital controls during a 2013 crisis. Such controls would need to be imposed when banks are closed. Greek banks are closed next Monday for a holiday. Leftist Prime Minister Alexis Tsipras had requested a bridge program for a few months while a new debt relief deal is agreed to replace the existing bailout, which has already forced drastic cutbacks onto ordinary Greeks. The current program expires at the end of the month. Some of the problem is semantic. The Greeks will not countenance anything that smacks of an "extension" to the old bailout or a continued role for the supervisory "troika" of international lenders. Warrant Issued for Former US Embassy Employee on Greek Wiretapping Scandal
An arrest warrant was issued earlier today by anti-corruption investigator Dimitris Foukas against an American former employee of the United States Embassy in Athens. The US citizen, identified as William B., is facing charges of felony espionage as he was allegedly involved in the Greek wiretapping scandal that shocked Greece in 2004 and 2005. According to Greek media, the former US Embassy employee was an operational member of a CIA team based in Athens from the mid 1990s. Reportedly, the investigator issued the arrest warrant after crosschecking that in June 2004 this person bought four mobile devices from Piraeus, three of which were used as “prepaid mobile phone-shadows” in the case of telephone tapping. The Greek authorities proceeded with a phone secrecy declassification, after which it was proved that one of the phone connections was activated in a different device subscribed under the address of Athens’ US Embassy in Vasilissis Sofias Avenue 91. According to Greek media, the accused person fled Greece straight after the case was revealed, although he returned to the country in August 2005 as the US Embassy first secretary. As the investigation proved, the devices were purchased by his wife, who was later recognized by the store manager. At the same time, the defendant appeared to be cooperating with the Greek intelligence services primarily in counter-terrorism matters and he participated in an operation code-named “Net,” which aimed at the removal of a large quantity of explosives found in the Iraqi Embassy in 2003. Finally, the Greek authorities are investigating his possible involvement in the code-named “Pythia” project, which allegedly aimed at the Former Greek Prime Minister Kostas Karamanlis’ assassination.
French Foreign Minister: Respect the Greek People’s Vote
French Foreign Minister Laurent Fabius, addressing both the European and the Greek side, just a few hours ahead of today’s critical Eurogroup, made a plea to respect the Greek voters’ mandate as well as the Greek government’s reform commitments. In an interview with French radio “Europe 1,” Fabius said he is expecting the Greek delegation’s reforms program proposal aiming to development. The French Foreign Minister underlined that “there should be a twofold respect for the Greek issue: respect of the vote of the electoral body, which voted against a perpetual austerity, and respect Greece’s commitments for reforms.” Furthermore, regarding the previous unfruitful negotiations between Greece and its European loan partners, he stressed that “we had discussions that at the beginning yielded no results.” Although, Fabius appeared optimistic for the upcoming discussions, pointing out that “now we move a bit, because the Greek Prime Minister said that 70% of the previous reform program can be maintained and thus a 30% is to be discussed. I hope that a solution can be found. France is working in this direction. The Greek government should tell us its own reform program that will ensure development. There are already positive results in the primary surplus. Then we will certainly discuss the debt, with no possibility of a ‘haircut.’ But the technocrats can discuss about what they call ‘maturity.’ But it should all be done very quickly.”

Burglars Attack Kiffisia Mayor in Athens
Giorgos Thomakos, the mayor of Kifissia suburb in Athens, Greece, was the victim of an armed robbery. According to preliminary information from the Greek Police, armed burglars broke into the mayor’s home and after they tied him and his wife, they took money and jewelry and disappeared. The couple was released by their underage son who was able to go unnoticed by the burglars. The robbery happened around 3:00 am on Monday. The burglars, whose identity remains unknown, entered Thomakos’ house in Kifissia through a window on the first floor that had not been securely shut. While the family was sleeping, the armed men entered the parents’ bedroom and restrained the couple at gunpoint. They proceeded with searching the house and removing any cash, jewelry and any other valuables they could find. In the end, they managed to escape without any complications. Later, the couple’s 7-year-old son, who had been hiding in his room since he heard the robbers enter the house, unrestrained his parents who alerted the police.
