EU leaders struggle for 'difficult' climate deal

Brussels (AFP) - European Union leaders warned it would be tough to seal a high-stakes climate change deal as they began talks Thursday on a pact aimed at making Brussels a global trailblazer for decades to come.The two-day EU summit will focus on an ambitious package of climate change targets for 2030 but also tackle the Ebola crisis, economic stagnation and the crisis in Ukraine.But deep divisions over the cost of the climate measures were holding up a deal, especially from coal-reliant Poland, and key targets remained in doubt even as leaders of the 28 nations arrived for the summit."The negotiations won't be easy and I can't say if there will be a result," German Chancellor Angela Merkel told reporters.The EU wants to agree on what would be some of the world's toughest climate change targets ahead of a summit in Paris in 2015, at which a new UN-backed global treaty is to be agreed.EU nations broadly agreed on two key areas: binding targets to cut greenhouse gas emissions by 40 percent over 1990 levels and to make renewable energy such as solar and wind power account for 27 percent of energy, sources told AFP.But a third major benchmark for energy efficiency was a bigger headache, with negotiators proposing a non-binding target of 27 percent for energy efficiency only at the last minute on Thursday, they said. - 'One country resisting' -EU leaders had yet to confirm those targets and the talks could go on late into the night.French President Francois Hollande said a deal was "in view" and that he was doing everything possible with Germany and Britain to secure a deal, but acknowledged that "there is one country at the moment which is resisting.""If there is no agreement in Brussels between the most advanced countries on this issue, how can we convince the Chinese, the Americans or poorer countries?" he told reporters.Hollande did not name the hold-out country, but Poland's pointman on climate issues, Marcin Korolec, said on Twitter Thursday that a "deal is still quite far away. Archbishop Demetrios of America had a full schedule of meetings yesterday, during the second day of his visit to Cyprus. High on his agenda was the preservation of Greek language and the humanitarian issue of missing persons since the island’s Turkish Invasion in 1974. In the morning, he visited Education Minister Costas Kadis, with whom he discussed the strengthening of relations between the Ministry and the Archbishopric in the United States, as well as promoting the Greek language in schools. In addition, the Archbishop visited the Anthropology Lab of the Committee on Missing Persons (CMP) at the old Nicosia airport, followed by a visit to the Leventis Art Gallery, where he was given a tour of the exhibits. At noon, he was invited to lunch by Greek Ambassador Vasilis Papaioannou, while later, Archbishop Demetrios met with Commissioner for Humanitarian and Overseas Affairs Fotis Fotiou and U.S. Ambassador John Koenig. Last night, he was hosted at a private dinner in Limassol by President Nicos Anastasiades’ wife, Andry Anastasiades, at their home. Invited by President Anastasiades, Archbishop Demetrios arrived in Cyprus on Tuesday, and during his week-long visit, his agenda includes, amongst other issues, the Cyprus problem, charity foundations in Cyprus and educational issues. His departure is scheduled for October 27, while during his stay he will also visit historic holy sites.

Turkish Film Week at the Greek Film Museum

The Turkish Film Week at the Greek Film Museum opened today, October 23, and 14 films from Turkey will be presented as samples of the Turkish production. The event is supported by the General Directorate of the Turkey’s Film Culture and Tourism Ministry, under the auspices of the Embassy of Turkey and the Consulate General of Athens-Piraeus. The tribute, which lasts until Wednesday, October 29, marks the anniversary of 100 years of Turkish cinema. “I Am Not Him” will be the opening film. A co-production between Greece, Turkey and France, which will be presented in Greece for the first time. The program also includes two film milestones of Turkish cinema. The classic “The Bride” (directed by Ömer Lütfi Akad), a legendary 1973 film, and “The Girl With The Red Scarf” (directed by Atif Yilmaz), a film of Turkish cinema’s golden age (1977). The tribute will also include films that left their mark on the development of Turkish cinema, as they offered a new type of fruitful artistic expression, focusing on personal cinema, starring ordinary, everyday people with contemporary problems, much like the Turkish population of the 21st century, such as political dilemmas and internal conflicts. Greek and Turkish filmmakers will have the opportunity to meet, while the audience will have the opportunity to meet actors and crew members who contributed in the making of several films.

The first ever CD-ROM, the infamous and enigmatic Phaistos Disc that was made 4,000 years before the development of computer science, is believed to have been unscrambled by researchers of the Technological Education Institute of Crete, Greece.  According to Dr. Gareth Owens, the disc “stores” a prayer to a mother, Archaeology News Network reported. Experts have been trying to read the pictoral signs for almost a century and this is the latest attempt to interpret what its 241 tokens, made up of 45 unique signs, mean. Dr. Owens believes he has identified the keywords “pregnant mother” and “lady of great importance,” and the next step is to unravel the signs’ specific meaning, as well as its ancient use. The “first Minoan CD-ROM” was recorded using an ancient language made up of signs, including what looks like a plumed head, a child and even a beehive. The disk is thought to date to the middle Minoan Bronze Age, in the second Millennium BC, and was surfaced in 1908 at the Phaistos palace in Crete. It measures six inches (15 cm) in diameter and is covered in a spiral of stamped signs on both sides. So far, most experts believe that the inscription should be read from the outside edge of the disk, inwards. “The most stable word and value is ‘mother,’ and in particular, the mother goddess of the Minoan era,” Dr. Owens said in a public talk at the Institute. To come up with his theory, he had to look at groupings of signs found on three of parts of one side of the disc. They spell out “I-QE-KU-RJA” and Dr. Owens said that “I-QE” means “lady of great importance.” On the other side of the double-sided disc, he identified the word “AKKA,” which, he said, means “pregnant mother.” Therefore, Dr. Owens thinks that one side is dedicated to a pregnant woman and the other to a woman giving birth. During his speech at TED talk in May, he explained that modern CD-ROMs are used in the same way as the ancient disc, storing information. Its importance is based on the fact that it comes from Minoan Crete, the continent’s first literate civilization.

Given their form and placing in the league right now ( Mauricio Pochettino wasnt wrong when he called it a tough period) could that route be Tottenhams best chance of traipsing across the biggest stage next seasons? Hmmm, yeah, maybe, but if so, they have already made life hard for themselves.Their first game in the group C saw them enter an intimidating atmosphere in Belgrade and leave with a point, after some resolute rear-guard action and plenty of profligacy up front. Their second game saw them take on Besiktas, saw them played off the park and once more saw them end with a point, after Demba Ba converted a penalty one minute from time thanks to bone-headed defending from Vlad Chiriches. All of which has left Spurs in third place, two points behind the group leaders and tonights opposition, Asteras Tripoli.You probably know (the Greece version of) Tripoli as the birth place of former Greek prime minister, Konstantinos Georgakopoulos, and for the fact that it is twinned with Peine, Germany, but, of late, Asteras Tripoli have been the reason for the southern citys fame. It has been quite the rise for the Arcadians. Eleven years ago, they were playing in the fourth flight of the Greek league but it took them just another four to secure the back-to-back titles and take their spot in the Super League. Their first few season up top were shaky and there was a bit of slap and tickle with relegation but the the last three have been steadier and seen them record top six finishes, as well finish as runners-up in the Greek Cup.To get where they are today, they have beaten Mainz, Maccabi Tel Aviv, Partizan and drawn away to Besiktas, so any one who thinks Spurs are going to have it easy tonight best take their thinking back to the drawing board. While there, they might want to think about the fact that the Greeks are unbeaten in five games. In his pre-match presser, Staikos Vergetis, indicated that his side would rock up at White Hart Lane with defence in mind (and that is what they worked on in the a cold north London last night) but this is a side that is laced with some silky and strong Argentinians, not least their main goal threat, Jerónimo Barrales (who know that he has been mentioned here will surely be dropped to the bench). They wont stay back forever though their back four will be hampered by the loss of Dorin Goian to an ankle injury and they will look to hit and hurt Tottenham on the counter (only Mainz have stopped them from scoring in Europe this season).This is going to be a tough one for Tottenham. President of the Hellenic Republic Karolos Papoulias characterized illegal and provocative the Turkish government’s decision to send seismic vessel “Barbaros” inside Cyprus’ Exclusive Economic Zone (EEZ) to carry out surveys for natural gas resources until the end of December, escorted by one Turkish Navy battleship and two supporting cruisers, earlier this month. In a message sent to his Cypriot counterpart Nicos Anastasiades, Papoulias spoke of a blatant violation of Cyprus’ sovereignty from the Turkish side, expressing at the same time the support of the Greek people. “At a time when the sovereign rights of the Republic of Cyprus in its Exclusive Economic Zone are violated in an illegal and blatant way from Turkey, I would like to express the unanimous support of the Hellenic Republic and the entire Greek population,” he said in his message, while highlighting the need for solidarity to Cyprus, in a diplomatic manner, by the European Union. UNC's Fake 'Paper Classes' Were Not Just For Athletes — They Were Also Very Popular With Frat Boys

While most of the attention following Wednesday's report of widespread fake classes at the University of North Carolina Chapel Hill has focused on the school's student athletes, more than 50% of the students enrolled in the so-called "paper classes" were non-athletes — with many being referred through the campus' fraternity system. According to investigator Kenneth Wainstein's report, the "paper courses" — which never met and only required one final paper — were "hardly a secret" on campus and predominantly spread by word-of-mouth among undergraduates. "As with any course that offers an easy path to a high grade, word of these classes got around," the report states. One of the largest referrers to these fake courses run by the African and Afro-American Studies department was UNC's fraternity system. The investigators spoke to several fraternity members about the paper courses: [Two] fraternity members explained that they saw these classes as somewhat of a "loophole" in Chapel Hill's otherwise demanding curriculum, and they never conceived of these classes as being in any way tailored to athletes. In fact, they recalled that a number of their non-athlete fraternity members took so many AFAM classes that they inadvertently ended up with AFAM minors by the time they graduated. According to the Wainstein report, "Over the course of ten years, there were 729 enrollments in the paper classes by members of fraternities (and some sorority sisters)." The report notes that fraternity members may have another incentive to take the courses besides a normal student desire for easy A's. At UNC — much like athletes need a certain minimum GPA to remain eligible to compete — each Greek house needs to achieve an overall minimum GPA among its members to maintain university recognition and stay on campus. The report notes that the investigators "understand that the need to meet these requirements played a role in the decision among fraternity members to take these classes." Amendment for Debt Settlement Tabled in Greek Parliament

An amendment on the settlement of arrears towards tax registry offices and social security funds was tabled in Greek Parliament today. The amendment was attached to an Administrative Reform Ministry bill that has been under discussion at the Parliament since yesterday. The vote on the bill’s articles and its amendments is expected to be completed on Friday. The bill included a reduction in Greece’s VAT rate for restaurants and solidarity contribution of individuals. The amendment regarding arrears introduces two debt settlement schemes: one offering 100 installments for debts of 15,000 euros or less and one with 72 installments for debts over 15,000 euros, as well as substantial interest rate reductions. • The legislation provides for relief from surcharges, which depends on the number of installments: -100% for a lump sum payment -90% if the debt is paid in 12 installments -80% if the debt is paid in 24 installments -70% if the debt is paid in 36 installments -60% if the debt is paid in 48 installments -50% if the debt is paid in 60 installments -30% if the debt is paid in 72 installments -20% if the debt is paid in 100 installments Legal regulation in 100 installments will only apply to those who have debts up to € 15,000. The minimum amount of the monthly adjustment payment cannot be less than 50 euros. • Those who wish to remain in the settlement, will be given an additional 20% discount on the price increases due to interest and penalties, which will apply retroactively from the date of their accession to the settlement. • After obtaining the settlement, fines for the Tax Procedures Code and the Code of Public Revenue Collection will not be calculated. Of course, surcharges will be calculated at the rate of 4.56%.

Addresing the Francophone Economic Forum in Athens earlier today, Greek Finance Minister Gikas Hardouvelis appeared optimistic over the country’s growth rate in the third quaretr of the year. “After six years of continuous shrinking, the Greek economy is expected to have a positive real growth rate in the third quarter of 2014 and a positive annual real growth rate of GDP in 2014, a ‘breakthrough’ development,” the Minister said. While commenting on the next day, following the exit from the memorandum, Hardouvelis underlined that it must be a day of reasonable responsibility and argued that, after the stress tests results on Sunday, Greek banks must become “the basic pillar of growth funding investments and offer liquidity to businesses.” He also reassured that fiscal credibility and structural changes are on track and would be secured, adding that the recent fluctuations in capital markets demand a better coordination and consistency amongst Eurozone members in order to complete their reform programs. “Fulfilling fiscal targets, improving economic data, continuing reforms and, mostly, political responsibility and stability” are preconditions for the new era of Greece’s relations with its European partners and the International Monetary Fund (IMF), Hardouvelis said, arguing that the only sustainable solution for the future of the country’s economy is raising productivity, attracting new investments and boosting exports. In addition, the Greek Finance Minister characterized the plans, announced by European Commission President Jean-Claude Junker, to drain 300 billion euros for additional public and private investments in the upcoming months, as “very positive.” At the same time, he also welcomed the European Central Bank’s (ECB) decision to boost liquidity through the purchase of secured loans and covered bonds, along with setting up an action force by the European Commission and the European Investment Bank to support businesses. “We look forward, with great interest, to a joint package of proposals aimed to boost investments by the French and German governments. Greece must take advantage of the previous years’ national effort and enter the new era of prospect for the country with responsibility and a gradual improvement of citizens’ living standards,” Hardouvelis concluded.

Greece’s bail-out: Not so fast

IT WAS just like old times. On October 16th, almost five years to the day after Greece’s government triggered the euro crisis by confessing that its budget deficit was twice as big as had previously been reported, yields on Greek ten-year debt rose to 9%, and share prices tumbled. Long-suppressed memories of bail-outs, late-night summits and market meltdowns briefly resurfaced. Perhaps the crisis wasn’t over after all?The panic soon subsided. Investors’ concerns were limited to political uncertainty in Greece, and a plan by the country’s embattled prime minister, Antonis Samaras, to exit its IMF bail-out programme early. Greece remains the runt of the euro-zone litter, labouring under a debt pile equivalent to 175% of GDP and a sky-high unemployment rate. But there are slivers of light: after six grinding years of recession, it may grow modestly this year. Elsewhere, too, the champions of austerity have found cause for cheer: unemployment is down and output up (a bit) in Spain and Portugal; Ireland, which had to be bailed out in 2010, seems to be experiencing a mini-boom.
