As part of the “ARTEMIS” business plan, Greek companies were audited between September 2013 and February 2015 in order to determine how many Greeks were doing undeclared work. As it turns out, 13.22% of the audited companies were employing undeclared workers. Overall, 38,788 Greek companies were investigated in all economic activity sectors. In total, 5,129 enterprises employed undeclared workers. 8,450 unregistered workers (4.37% of the total Greek workforce) were found during the investigation, while the fines imposed to companies for undeclared personnel amounted to 88,249,722 euros. Out of the total number of unregistered workers, 54.79% were men and 45.21% were women. A large increase in demand for undeclared work was noted in Greece and Cyprus over the recent years, according to the European Commission. Meanwhile, cash-in-hand wages have been decreased during the crisis, particularly in Central and Eastern Europe, but the rate in Greece has shown significant increase.
