ATHENS, May 17 (Reuters) - The European Central Bank lowered the ceiling on emergency liquidity assistance (ELA) Greek banks draw from the domestic central bank by 2.5 billion euros to 12.2 billion euros ($14.40 billion), the Bank of Greece said on Thursday.
