ATHENS, Feb 8 (Reuters) - The European Central Bank lowered the ceiling on emergency liquidity assistance (ELA) Greek banks draw from the domestic central bank by 2.2 billion euros to 19.8 billion euros ($24.24 billion) the Bank of Greece said on Thursday.
