ATHENS, Jan 10 (Reuters) - The European Central Bank lowered the ceiling on emergency liquidity assistance (ELA) Greek banks draw from the domestic central bank by 2.8 billion euros to 22 billion euros ($26.3 billion) the Bank of Greece said on Wednesday.
