As the night wound on , during which eurozone leaders held an emergency summit, it became clear that this was not a happy meeting. Greece's new finance minister Euclid Tsakalotos - the man billed as a bridge-builder with the rest of the eurozone - failed to turn up on Tuesday with any written, concrete proposals. "The basis is not there" for negotiations, Angela Merkel seethed after the summit.
