PARIS — Lawmakers from 47 countries decide whether to sanction one of their own, voting on a measure that could see Russia lose its voice in Europe's oldest human rights organization. The vote in the Parliamentary Assembly of the Council of Europe takes aim at the Russian delegation, which includes a man targeted by both European and U.S. sanctions. Russia has said they'll walk out if they're sanctioned. Debate at 0900 GMT. Vote at 1200 GMT.

PRAGUE — NATO's Secretary General Anders Fogh Rasmussen visits to discuss with the Czechs the future relations with Russia after its intervention in Ukraine, the upcoming NATO summit in Cardiff. 1030 GMT.

CAMPIA TARZII MILITARY BASE: Some 400 U.S. and Romanian troops participate in a joint military exercise called Dacian Viper 2014 in northwestern Romania. They will be flying US F16 fighter jets alongside Romanian Mig-21s and LancerRs in a weeklong pre-planned exercise. NATO's eastern nations have been calling on the allies to beef up their presence following Russia's recent annexation of Crimea and tensions following that move.

SEOUL — After a monthly policy meeting, Bank of Korea's new governor holds his first press conference for the first time since taking office. The bank is expected to stand pat as recovery of Asia's No. 4 economy is on track. The central bank is also expected to revise up its growth forecast of South Korea's economy as it adopts a new methodology that counts research and development, weapons and some other spending that used to go to the expense category as assets.
