Work starts on implementation of the Smart, Sustainable Island programme (4 December 2020)
A Greek government team travelled to Astypalea for the launch of the Smart, Sustainable Island programme on 2 and 3 December. Headed by Deputy Minister of Foreign Affairs Kostas Fragogiannis and the Volkswagen Group’s Director of Corporate Strategy, Mike Stephan, successive meetings were held with representatives of the local administration, of businesses and professionals active in public transportation, mobility and car rental, and the island’s electricity network operator. Also participating in the meetings were the Regional Governor of the South Aegean, Giorgos Chatzimarkos, officials from HEDNO, the Energy Ministry and the Ministry of Foreign Affairs, while representatives of other Ministries involved, as well as Volkswagen personnel in Germany, attended the workshops via teleconference. Regarding the launching of the programme, the Deputy Minister of Foreign Affairs for Economic Diplomacy observed that “Less than a month after the signing of the agreement between Volkswagen and the Greek government, and in spite of the restrictions imposed due to the pandemic and the difficulty of getting to Astypalea in winter, we held this official meeting launching the implementation of the project. Respecting the current conditions and adapting our presence to the Covid-19 rules, we visited points of interest for the implementation of the programme and talked to members of the island’s business community and Municipal Council. During our two-day stay, there were successive workshops and detailed presentations of the roadmap for implementation of the programme and coordination of everyone involved. The project is starting with public transport, electric vehicles, the Greek government’s funding programme and the car industry’s special prices exclusively for the island. And of course we informed the residents regarding the project. This project will give us a glimpse of the mobility of the future, today.”

A founding element of the new Turkey created in 1923 was adhering to the West, the effort to associate with the European narrative. The Turkey of the 21st century is changing rapidly and radically. Nationalism is resurgent. And this nationalism is now accompanied by strong revisionism, a neo-Ottoman, fervent Islamism, and a clear divergence from Western values, including Democracy, human rights and respect for the rule of law. Turkey is conducting military operations in foreign territories, occupying parts of neighbouring states, threatening war, disputing the sovereignty and sovereign rights of European countries, transporting Jihadists, meddling in the internal affairs of other countries by supporting extremist movements, instrumentalising the migration crisis, and violating human rights domestically. It is trying to create a sphere of influence in the wider region; to create a new Turkish Yalta. Turkey has become not just a difficult neighbour and recalcitrant partner for Europe, but also a clear threat to the stability of Europe, the wider Eastern Mediterranean region and, in general, the Arab world and the Caucasus. It openly undermines the cohesion of Western Organizations of which it is formally still a member, such as NATO. The great challenge we are facing today is that, contrary to the views expressed from time to time, this threat will not magically disappear if and when there are changes in the Turkish political system. The fact is, if this threat is not handled firmly, it will continue to grow. Europe is facing Turkish Revisionism and is called upon to take important decisions. This past October, the European Council left open a window of opportunity for Turkey to comply with international law and stop its pattern of repeatedly illegal behaviour. Turkey did exactly the opposite. Now, through gestures of supposed good will, it is trying to fool Europe. But the European Union is not naive. In a few days, the European Council will convene to take important decisions on Turkey. It goes without saying that there is no longer any room for a positive agenda. To the contrary, decisions need to be taken that make it clear that Turkey cannot continue to behave in this way without consequences. Turkey cannot be allowed to employ 19th century practices in the 21st century. These decisions will not be a message from Greece. They will be a message from Europe. And these decisions will be in Turkey’s long-term interest, because they will enable the country to discern, through the clouds of neo-Ottoman splendour, its true limits. If Turkey’s withdrawal from the path of European values is not clearly condemned, those elements within Turkish society that favour modernisation and rapprochement with Europe will be weakened in the domestic debate. Greece’s stance derives not from a desire to see Turkey punished, but from the need to defend sovereignty and sovereign rights, as the Mitsotakis government has made clear in every direction. We want consistent and long-term good neighbourly relations with Turkey, based on full respect for international law and perhaps, if Turkey so desires, a European perspective. We are always open to constructive dialogue on this basis. Turkey must demonstrate, in practice, that it supports the idea of this dialogue. However, this choice on Turkey’s part must have continuity and not just be a flag of convenience.

Less than a month after the agreement was signed between Volkswagen and the Greek government, last Wednesday, 2 December, the first meeting on the implementation of the ‘Smart and Sustainable Island’ project was held on Astypalea. A delegation of officials from five Ministries, the Region of South Aegean, the local government and Volkswagen visited the island and attended successive meetings and talks concerning the commencement of this emblematic investment. This project is conjuring the future of the automotive sector, transit, sustainable use of energy and the evolution of transport in modern society. The ‘Smart Sustainable Island’ project includes electromobility, installation of modern charging infrastructure, ride sharing, green energy, use of state-of-the-art mobility technologies and power from a hybrid RES system. This project will change much more than the image of the old bus still providing public transport to the island. It also involves a qualitative upgrade of the services offered in winter to citizens of Astypalea, who will no longer have to wait in the rain in order to reach their destination. It involves à la carte transport that will enable tourists in the summer to visit the beach of their choosing at the time of their choosing and not on the basis of an hourly schedule. Every person will be able to set their own itinerary that serves their purpose and improves their transport, rather than use one they might miss and have to wait for another hour for the next traditional, environment-polluting bus to come around. Environmental protection, installation of electric vehicles, bold incentives for residents and entrepreneurs, charging stations and ride sharing make this a unique and pioneering project. However, our visit to the island also symbolises the fact that we are not letting a single day go to waste. We visited the island as required, despite the restrictions imposed by the pandemic, despite the difficulty of access to the island due to winter and the limited itineraries by air and sea. Five Volkswagen executives – via private plane that could land at the island’s small airport – as well as all the officials of the Greek government and the Regional Prefecture travelled to Astypalea on December 2nd to break ground on this emblematic agreement, respecting the circumstances at play and adapting our presence to the rules imposed by Covid-19. We visited points of interest for the implementation of the programme and spoke with entrepreneurs and members of the island’s Town Council. During their two-day stay on Astypalea, the members of the delegation attended successive workshops and a detailed presentation of the roadmap for the implementation of the programme that allowed all sides to get up to speed. At the same time, those in Germany and Athens who could not visit the island participated in all daily activities and workshops via videoconference. Such emblematic projects make our country an attractive destination for investments. Irrespective of obstacles, the implementation of this small project serves as a banner for the country's innovation and reliability. Astypalea has now become the main topic of all our talks with investors and officials from other countries. So, today, we at the Ministry of Foreign Affairs and in Economic Diplomacy demonstrate our commitment to what we signed: “We mean what we say and put it rapidly into practice”.

It was with deep sadness that we were informed concerning the passing of former U.S. Senator Paul Sarbanes, who was a prominent member of the Greek American community for many decades. Paul Sarbanes, during his long service in the US Congress, first as a Representative and later as a Senator, served his homeland valiantly and with self-sacrifice. At the same time, he championed major initiatives for promoting the values and positions of global Hellenism. Salient among the causes he championed was the imposition of a U.S. arms embargo on Turkey following the invasion of Cyprus. We express our deep condolences to his loved ones.

“In today’s Council meeting there was an in-depth discussion of Turkey’s violations of international legality and all the Ministers of Foreign Affairs determined that Turkey has failed to grasp the positive message sent by the EU at the October European Council. In fact, Turkey continued its delinquent behaviour. And this, moreover, within a framework that is completely unacceptable: threatening Greece with war if it extends its territorial waters to 12 nautical miles. I highlight that the UN Convention on the Law of the Sea (UNCLOS), which provides for the extension of territorial waters to 12 nautical miles, is part of European Law. The European Union has ratified this Convention. Hence Turkey’s stance is a challenge to the Union as a whole. Therefore, it was made clear that there must be a reaction to Turkey. And that is what will be discussed at the Council of Heads of State and Government this week.”

“The imposition of sanctions on Turkey is not a matter of solidarity to Greece and Cyprus. It is a matter of credibility for the European Union,” Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis stressed to his European counterparts during his remarks at today’s meeting of the EU General Affairs Council, which convened via videoconference to prepare for the EU Summit Meeting. More specifically, Mr. Varvitsiotis explained that, in October, the European Union presented Turkey with the conditions under which dialogue might succeed. However, he said, two and a half months later, Turkey continues its unilateral actions and provocations, ignoring the reality of the unanimous decisions taken by the October European Council. And now, the Alternate Minister noted, Europe is called upon to decide how it will respond to Turkey. In other words, whether it will function as a credible international player that stands by the decisions it made in October, or whether it will take a step back, yielding to Turkey’s revisionism. “It would be a big mistake for us to back down from what we decided. Not just for Greece and Cyprus, but for the credibility of Europe,” he commented. In the same context, Mr. Varvitsiotis made special reference to the issue of the arms embargo on Turkey, stressing that “we cannot fight, we cannot feel secure if our partners continue to supply Turkey with military equipment that increases the threat Turkey poses to the region’s stability and Greece’s sovereignty.” So as not to find ourselves in the unpleasant position of having to defend ourselves against European weapons, he continued, it is time for Europe to proceed to an embargo. And, to erase any doubt, Mr. Varvitsiotis reminded his colleagues that Canada – Turkey’s NATO ally – has already proceeded to a relevant arms embargo on Turkey, while the U.S. has excluded Turkey from co-production of F-35s. “Thus, it is time for Europe to do the same and to send a clear message that it will not tolerate any military activity aimed against its member states,” he underscored. Finally, Mr. Varvitsiotis expressed his satisfaction at everything achieved thus far by the European Union in terms of its response to the pandemic, and particularly on the matter of the vaccination, while on the topic of climate change, which was also discussed by the European Affairs Minister, he underscored that an ambitious policy in this area can serve as a catalyst for innovation and growth.

Ayman, thank you, and thank you so much for hosting us. It is a great pleasure to be here with you, today, and with Nikos. And I have to say the fact that we conduct this meeting not virtually, but with our presence here, says much about how we consider the importance of Jordan and the importance of this trilateral. And I would like to begin by praising Jordan, under the leadership of His Majesty, for being a beacon of peace and stability in this turbulent region. We know you are facing huge challenges all over, and it is not just the pandemic. For example, you are having a record number of refugees on your soil. And yet you host them, you treat them in a humane way and you don’t use their presence as a way of blackmailing the European Union or other countries. We addressed several regional issues in our long talks. Unfortunately, we are not blessed to live in a problem-free region, rather the opposite. We talked about Libya, we talked about Syria, we talked about the Middle East Peace Process, we have talked about the migration issue, we have talked about the Eastern Mediterranean and the Cyprus issue. And I have to say, we found many grounds of common understanding and common approach. That is why, among others, we support the institutionalization of this trilateral through the establishment of a permanent Secretariat in Nicosia, and also the expansion. For example, we agreed, the three of us, that we should together visit Iraq, and also take our Egyptian colleague with us. So we can project an example of understanding between countries. I take this opportunity to repeat what is obvious, but I think it needs repetition: our trilateral and our understandings are not against anybody. They are open to all the countries that accept the same values and share the same understanding: peace, stability and International Law. So, this is open.Unfortunately, there is one country in the region - we all know it- that is challenging this basic understanding, these basic premises. And this is Turkey.Turkey acts in exactly the opposite way, outside the bounds of international legality, and having become, unfortunately the local troublemaker. Threatening to use force- it has threatened to declare war against Greece, if Greece really acts on what is its sovereign right, expanding its territorial waters to 12 nautical miles. By instrumentalising the migration issue, by spreading propaganda and fake news, by exacerbating security challenges, by moving jihadists from Libya to the Caucasus- what I call a “jihadist travel agency” – and endangering peace and stability in all the region. This is totally unacceptable and we have repeatedly called upon Ankara to involve itself in a constructive dialogue with all countries that are law-abiding and share the values that we share. I have to say that it is hugely important that we work together, it is hugely important that we enhance our common understanding. It is absolutely necessary in order to create a better future for our broader region. Insecurity and instability are not needed. And I have to say we have done a lot of groundwork in order to prepare our leaders’ meeting in Athens in the first half of 2021. It will be a great honour for Prime Minister Mitsotakis to receive you in Athens. And I think with that meeting we can go even more forward. Dear Ayman, it is always a pleasure to see you.
