KATROUGALOS: It is with pleasure that I welcomed the Deputy Prime Minister of the former Yugoslav Republic of Macedonia, Mr. Osmani, in Greece, as a friend.We discussed the promotion of, and respect for, the spirit of the Prespa Agreement, as an agreement that does not only solve one single problem that has plagued our two countries, but which also stabilises the wider region of the Balkans and also ensures the European perspective of the countries in our region. This is something that represents long-standing policy for our side, as early as the Thessaloniki Summit Meeting, which opened Europe's doors to our neighbouring countries.And we shall have the opportunity to visit “Eleftherios Venizelos” Airport together, from where the first, maiden flight to Skopje will depart, now that one of the thorny issues which hindered such a journey has been resolved, in other words the change in this country’s name. I received Mr. Osmani as a friend, and we hope for this cooperation to continue in the future as well.

The first meeting of the Joint Inter-Disciplinary Committee of Experts on historic, archaeological and educational matters (JICE) was held today. The meeting was held in a friendly atmosphere in line with the spirit and principles of the Prespes Agreement. Both Parties adopted the Rules of Procedure of the JICE and agreed on the dynamics of the future meetings. Common was the decision to work towards the elimination of certain references in the schoolbooks that were present in the past, according to article 8 of the Prespes Agreement.

EU Unemployment Falls to Record Low

The euro area (EA19) seasonally-adjusted unemployment rate was 8.1% in September 2018, stable compared with August 2018 and down from 8.9% in September 2017. This remains the lowest rate recorded in the euro area since November 2008. The EU28 unemployment rate was 6.7% in September 2018, stable compared with August 2018 and down from 7.5% in September 2017. This is the lowest rate recorded in the EU28 since the start of the EU monthly unemployment series in January 2000. These figures are published by Eurostat, the statistical office of the European Union. Eurostat estimates that 16.574 million men and women in the EU28, of whom 13.153 million in the euro area, were unemployed in September 2018. Compared with August 2018, the number of persons unemployed decreased by 35 000 in the EU28 and increased by 2 000 in the euro area. Compared with September 2017, unemployment fell by 1.793 million in the EU28 and by 1.309 million in the euro area. Among the Member States, the lowest unemployment rates in September 2018 were recorded in Czechia (2.3%), Germany and Poland (both 3.4%). The highest unemployment rates were observed in Greece (19.0% in July 2018) and Spain (14.9%). Compared with a year ago, the unemployment rate fell in 27 Member States and remained stable in Estonia. The largest decreases were registered in Cyprus (from 10.2% to 7.4%), Croatia (from 10.5% to 8.2%), Greece (from 20.9% to 19.0% between July 2017 and July 2018), Portugal (from 8.5% to 6.6%) and Spain (from 16.7% to 14.9%). In September 2018, the unemployment rate in the United States was 3.7%, down from 3.9% in August 2018 and from 4.2% in September 2017. In September 2018, 3.333 million young persons (under 25) were unemployed in the EU28, of whom 2.403 million were in the euro area. Compared with September 2017, youth unemployment decreased by 385 000 in the EU28 and by 212 000 in the euro area. In September 2018, the youth unemployment rate was 14.9% in the EU28 and 16.8% in the euro area, compared with 16.5% and 18.3% respectively in September 2017. In September 2018, the lowest rates were observed in Czechia and Germany (both 6.3%) as well as the Netherlands (7.5%), while the highest were recorded in Greece (37.9% in July 2018), Spain (34.3%) and Italy (31.6%).

The Diaspora Ministers of Greece, Cyprus, and Egypt, in the context of the "NOSTOS II" Programme which is being held in London, agreed to a cooperation with the competent Ministries of their countries, to encourage their Nationals everywhere - Organisations and natural persons - to further strengthen the trend of tourism to their Countries. In his intervention, during the course of the Round Table discussion on "Diaspora - Tourism" Deputy Minister of Foreign Affairs Terens Quick stressed: "Our Nationals undoubtedly represent a driving force that can help the Mother Country on numerous levels. One of these is Tourism. I have had numerous discussions with my colleague, Minister of Tourism Elena Kountoura, and we have agreed to launch a programme entitled "Bring a friend along on your holiday to Greece". The reasoning begins with the fact that our Nationals usually come with their friends or neighbours who are of Greek descent. The point is for them to motivate a friend or neighbour of theirs, who is a citizen of the country where they live, to come to Greece with them, for them to become their tour guide and teach them everything from our history and culture to all the beauties of our Country. The Programme "Bring a friend along on your holiday to Greece” was also approved by two of my colleagues Mr. Fotis Fotiou and Ms. Nabila Makram, and indeed we have proposals for collaboration between our Diasporas, which we will each submit to the Ministry of Tourism of our respective country. We also discussed Medical Tourism -in its strict sense- an issue in which the Ministry of Health and the Ministry of Tourism must of course be involved." The specific issue of Medical Tourism concerned another Round Table discussion which was held during the "NOSTOS II" Programme, with the participation of Greek, Cypriot, and Egyptian physicians who reside in Great Britain. At the discussion, Deputy Minister of Foreign Affairs Terens Quick proposed to the Hellenic Medical Society of the UK the establishment of a small group of volunteers to support patients who come to London or other British cities for treatment following a decision by the Greek National Health System. "There are families who need support, chiefly psychological in nature, especially when they come to a country not familiar to them, perhaps without speaking the language and with anxiety about a family member’s treatment, which for the most pertains to children. I can say that I had a good response, in conjunction also with the Greek Diplomatic Authorities in London." And the Deputy Minister of Foreign Affairs concluded: "In Britain, we have many "brain drain" doctors. When I proposed that we include Medicine in London's “NOSTOS II," I did so to show that Greek physicians are great and enviable scientists, not only here but throughout the world. It may be painful for us to have lost so many young people who have studied in Greece, at the expense of the Greek State, but I would like to stress that they have grown to become the best ambassadors for our Country, in one of science's most important fields. This is the continuation of great Greek physicians who for many years, much before the financial crisis, thrived in Britain, as well as in Germany and Scandinavia." Greek Ambassador Dimitris Caramitsos-Tziras participated in London’s "Nostos II" Programme, as did the Director of the Greek National Tourism Association Office in Britain and Ireland, Emi Anagnostopoulou, and physicians Kiki Sonidou, Foteini Kalofonou, and Ourania Fragkouli, members of the Hellenic Medical Society of the UK. The "NOSTOS II" programme concluded with a visit by the three Ministers to the British Parliament, where they collaborated with the Presidents of the Interparty Parliamentary Friendship Groups of Greece, Cyprus, and Egypt.
