Anti-racism Bill Gets Necessary Parliamentary Majority

After the request of SYRIZA and Golden Dawn for roll call vote, Greece’s anti-racism bill got the necessary Parliamentary majority. As expected, there was a diversity of opinions within the parties, especially regarding article 2 on genocide, for which there was an open discussion in the past few days on whether its refusal should be criminalized or not. In total, 99 MPs took part in the voting. For article 1, 58 voted yes, 10 no and 31 present. For the disputed article 2, 54 MPs were in favor, 42 against while 3 declared present. Finally, for article 3, 60 voted yes, 10 no and 29 present.

Matteo Renzi Makes Reform Popular in Italy

CERNOBBIO, Italy -- Entertainment is never lacking on the shores of the Como Lake in the beginning of September, when the Italian and European intelligentsia gathers at the Ambrosetti Forum, a sort of Davos that is more European but equally obsessed with participant status. So much so that I counted at least five different entrance colors, each one with strict do's and don'ts. Look under 40 at your own risk. The focus this year was, unsurprisingly, structural reform in Europe. And as usual, this immediately implies an admiration for Germany and derision for Italy. It is sadly usual fare to see in Cernobbio the incongruence of the lake's beauty with the complaints of Italian businessmen. In that sense, this year was no exception; and yet, there were some subtle but important changes. Spain is swiftly turning into "the new Germany"; for Europeans from Berlin to Rome it has become the best example of how to reform a crisis nation. The latest employment and growth data confirm this view, in spite of the still sky-high general unemployment numbers. It is a welcome change for an elite that spent five years only looking at Berlin. But perhaps what was most striking thing this year was who decided not to make an appearance at Como: Italian Prime Minister Matteo Renzi. Although some of his key ministers were there, Renzi did not show. "In Cernobbio there is chiacchiera -- an all too Italian term that means gossip without end," he was quoted as saying while opening a factory. "Here we do [end]." Cheekily, the Italian premier complained about the "gossip rather than work" in Cernobbio. The conference, he said, welcomed Alexis Tsipras, leader of the Greek extreme left, and Gianroberto Casaleggio, the dark monk in Beppe Grillo's anti-everything Five Star Movement. While Tsipras did what he could to sound more reasonable than his policies actually are, Casalleggio's presence betrays a sense of desperation within Grillo's authoritarian ranks. So the extreme politicians show up to the establishment gathering, but the prime minister did not. What the hard left would like to do is be more like Renzi who -- there is little doubt left -- is the most talented politician in Italy today, perhaps in all of Europe. The left may have some youth, but it does not have a viable and positive vision of the future to sell. There is no lasting politics without that. Although Renzi has never led his party in national elections, his 41 percent of the vote in May's European elections guaranteed the High Representative for Foreign Affairs position for his foreign minister, Federica Mogherini. Let us hope that she is joined by another "Southern" voice, we would hope, at the Eurogroup. Not since the political revolution of Silvio Berlusconi in the early 1990s has anyone in Italy gotten those kinds of support numbers. So even if it hurt egos in Como, the strategy of missing the party made good politics: it brings the prime minister closer to the Italian electorate, which supports him by a staggering 65 percent. It also moves his government away from the idea of the "salotto" -- another very Italian term that refers to the closed-door gatherings where key decisions are made undemocratically. This matters most because this is a government set on passing painful reforms, which necessitate legitimacy to take hold. The Italian political reform that will greatly simplify the parliamentary process has already begun. There is now a hopeful judicial reform on the table, a key issue to improve Italy's standing as a place to do business. If it takes a 1,000 days to enforce a contract, who would ever set up shop in Italy if they had a choice? Judicial inefficiency is the stuff of dreams of those who believe Italy belongs only in the past -- but change is coming. Europe today stands between the Scylla of deflation and the Charybdis of a populism filled with rancor but devoid of content and proposals. Italian reform is coming at its own pace, but reforms are there and, even more importantly, they have popular backing. The same cannot be said of France, Berlin's perennial preoccupation. As the new French Prime Minister Manuel Valls appears to understand, Renzi's strategy is about pushing reforms from political power rather than "impositions" from Brussels or the Troika (IMF, Commission, and ECB as observer), an organization perhaps more hated in Italy than in those countries where it was deployed to oversee bailouts. There is a need to sell the change Europe needs -- not the talk, but the real legal and social change -- from the perspective of social justice and pro-European sustainability. Only then can we advance to a more federal European future. And the central bank is already leading the way: as of last week Mario Draghi, European Central Bank president, confirmed he will be conducting quantitative easing of private sector assets, which effectively amounts to mutualization and paves the way for Eurobonds eventually. So the conclusion is simple: missing the gathering of the intelligentsia is not the worst nightmare of those who attended this year, but rather of those populists that seeks to destroy the European future that is our best hope forward. So perhaps it is better to worry a bit less and enjoy the beauties by the lake.

Former SDOE Head Released Unconditionally

Former head of Greece’s Financial Crimes Squad (SDOE) Yiannis Kapeleris was released unconditionally today, after facing prosecutors Christos Papakostas and Dimitris Kavalaris, over charges of breach of trust in connection with the “Lagarde list“. Kapeleris, who headed SDOE when Giorgos Papakonstantinou was Minister of Finance, denies ever receiving the list containing the names of 2,062 Greeks with deposit accounts at a Geneva branch of HSBC. According to reports, Kapeleris told the prosecutors that he was never ordered by Papakonstantinou to investigate the people on the list, but was ordered to probe the tax details of a group of 10 people. His successor and co-defendant, Yiannis Diotis, is expected to face the two prosecutors on Wednesday.

Papoulias: “Greek People Cannot Take Any More”

“Our people are suffering,” said the President of the Hellenic Republic Karolos Papoulias to the Prime Minister of Portugal Pedro Passos Coelho. “Greek people cannot take any more,” stressed the Greek President during the meeting with Coelho at the Presidential Mansion in Athens. Papoulias sent a clear message to international creditors, saying that Greek citizens cannot pay more taxes. Coelho suggested that Greece has not been able as yet to complete the reform plan, as required by the Troika of the country’s international creditors. “Like Spain, Ireland and Portugal, I am sure that Greece will also be able to complete the most difficult part of this plan, in order to find its way to development,” he said. Papoulias added that “The socio-economic crisis brought us much closer and requires us to formulate a common policy to deal with it,” while he did not hesitate to mention that Greece has shown more progress in certain areas, compared to Portugal and vice-versa. Coelho said in response: “The people of Greece, Portugal, Ireland and Spain have made great sacrifices to overcome this economic crisis.” “I have to say that I am surprised that after almost four years of great effort, Europe and the Eurozone particularly have not yet been able to achieve their goals of sustainable development and recovery. However, there are major structural changes to be made in Europe,” noted the Portuguese Prime Minister. Portugal: Too soon to decide on early IMF payback Coelho said he supports Ireland’s bid for an early payback of bailout loans to the International Monetary Fund (IMF) but added that his country could only take a similar initiative if market conditions further improved. He noted it was “rational” for Ireland to seek early repayment of its IMF loans as it could now borrow money at better rates on the bond markets, Associated Press reported. Coelho will also meet with his Greek counterpart, Antonis Samaras.

Schedia Magazine “Unseen Routes” Tours

A new initiative by street magazine “Schedia” aims to raise awareness on homelessness in Greece and help integrate those sleeping on the streets by having homeless citizens provide guided tours of Athens. Following the example of similar magazines in other European countries, Schedia’s “Unseen Routes” tours will include stops at the capital’s soup kitchens, hostels, rehabilitation centers and day centers. The tour guides, current and former homeless people, who have been on the streets for various reasons, will guide the participants and provide details regarding the facilities as well as insights into their own experience on the streets, even in spots that are “unknown” to many Athenians. The three guides, Yiannis, Lambros and Christos, have been taking narration lessons by author Vasilis Alexakis. This way, “Schedia” provides a job opportunity to tour guides, to help themselves and inform fellow citizens of the city’s “secrets.” Tours will run every Saturday, starting September 20. The cost of participation in a tour will be 6 euros, with a reduced fee of 3 euros for students, and no charge for unemployed citizens and pensioners. Their duration will be approximately two hours. “Schedia” is a monthly independent magazine sold on the streets of Athens and Thessaloniki, offering the homeless, unemployed, and poor the opportunity to earn a decent living and motive to restore their lives. The magazine sells for 3 euros and half of it goes directly to the vendor. As is the case with all street magazines across the world, Schedia is sold exclusively by accredited vendors at central points in the city. They wear red vests and have a special ID card, so that anyone who buys the magazine knows that his money goes to a good cause.

German Tourist Found Dead in Crete

A 51-year-old German tourist who went missing on Monday evening, was found dead in the area of Kato Zakros of Sitia in Crete, Greece. The unfortunate woman was found by Greek rescue forces on the gorge slope of Kato Zakros. Her body was recovered and transferred to Heraklion for an autopsy. The 51-year-old was vacationing in Crete, as she had done over the recent years. On Monday, she left home, leaving a note saying that she was tired of life. Her relatives alerted the Greek Police of her disappearance and search efforts began on Monday night. Eventually, the woman was found dead today in the gorge of Zakros.

Greek Hospital Doctors Protest on Wednesday

A draft law setting up a new hospital payroll agency, the Hospital Payment Systems Company SA, triggered a strong reaction from doctors and hospital staff who announced protests. The hospital doctors union OENGE announced that doctors will walk out on their jobs on Wednesday noon to protest against the measure and they are organizing a rally outside the Greek Parliament at 12:30 with the Athens-Piraeus Hospital Doctors Union (EINAP) and the hospital staff union POEDIN. OENGE said that the creation of the new company marked the state’s complete withdrawal from public health system funding and dismissed the modifications made by the Health Minister as immaterial, finding that “they do not change the essence of the drastic repercussions for patients, hospitals and doctors.”
